The new rates went into effect Dec. 10, 1961, in accordance with the provisions of Public Law 85-872, 85th Cong. This increase is necessary in order that the Library buildings and grounds wage-board employees may be compensated on a full-year basis in the fiscal year 1963 in accordance with present prevailing rates. An increase of $930 is requested for 1963 to meet the cost Within-grade promotions and other changes authorized by the Personnel benefits: Contribution to retirement fund increased from An allotment of $24,000 is required for 1963 to cover the cost of Government contribution to the retirement fund required by Public Law 854, 84th Cong. The additional amount results from increase in basic pay rates. General annual repairs increased from $17,500 to $18,500_ This increase is requested to provide, on an annual basis, for central station security-alarm service for valuable and frequently classified manuscripts in the Presidential papers microfilming project and an area on deck 9, south, Manuscript Division, both in the annex. Annual painting increased from $20,000 to $22,000.. This increase is requested to offset increases in wage costs. The last increase in this allotment was allowed in the fiscal year 1959 at which time painters were receiving $3.425 per hour, the prevailing wage. The present rate is $3.815 per hour, an increase of over 11 percent since 1959. Supplies and materials increased from $18,500 to $20,000–. The last increase in this allotment was allowed in the fiscal year 1961. In that year nearly $16,000 was needed for electric lightbulbs alone, while expenditures for 1962 for that item will exceed the 1961 figure. An increase in the allotment is needed to maintain more adequate stocks of other essential supplies. Annual care of grounds increased from $2,000 to $4,500. It is requested that the annual allotment be increased from $2,000 to $4,500 for 1963 to provide $2,500 for purchase of a heavy-duty tractor, including snow plow and grass-cutting attachments. The existing light-duty tractor has proved too small for heavy snowstorms, and heavier equipment is needed for this purpose. The tractor requested will also be useful for other grounds maintenance work the year around. Installation of floor tile, both buildings: This item is requested to install new tile in air-conditioning compressor room, west cellar, and the southwest attic, both in the main building, and to replace wornout industrial tile in the receiving room, annex. $6,930 270 1,000 1,000 2,000 1,500 2,500 3, 500 Repairs to mosaic floor tile and marble floor tile, main building, 7th year allotment: Work completed with funds provided during the 1st 6 years of the program includes floors on all 4 sides of the 2d floor, main entrance hall; the marble tile floor in the west south curtain (south exhibit hall), 2d floor; the mosaic ceilings, 1st floor, main entrance hall; the mosaic floor in the southwest pavilion, 2d floor; the combination mosaic-marble tile floors in the north-south corridors, west side, 1st floor; and the marble-mosaic floors in the north, east, and south corridors, 1st floor, main entrance hall. Funds for 1962 (the 6th year) will be used to complete repairs to the central and west portions of the main entrance hall, 1st floor, and as much as possible on the marble floors in the ground corridors. Under the funds requested for 1963, it is proposed to complete repairs in all areas in which is is practicable to do this sort of work under present occupancy conditions. Because of the highly specialized nature of the work and the skilled service required, it is requested that the work be authorized to be done without regard to sec. 3709 of the Revised Statutes, as amended, as has been authorized in previous appropriations for this purpose---Plaster repairs and renewals, both buildings: There are a number of places in the annex which need attention, such as stair wells and studyroom corridors, while main building areas requiring plaster repairs include the southwest attic room and deck 10. The amount of work to be done is too extensive for the regular maintenance personnel to accomplish_--Clean and restore ceiling decorations, west entrance vestibule, 1st floor, main building: This area consists of a paneled ceiling. highly decorated with gold-colored molded plaster designs. After many years, cleaning and restoration are now necessary. The need for this work is particularly noticeable when the area is compared with the adjacent Great Hall where considerable restoration and repair work has been completed over the last few years on mosaic and marble ceilings and floors, and on other decorated plaster ceilings....... Installation of 3 fire hydrants, main building grounds: There is only 1 fire hydrant within the boundaries of the main building grounds, this being on the 1st Street side. 3 more fire hydrants are recommended-1 on East Capitol St., 1 on 2d St., and 1 on Independence Ave.-so that the Fire Department would not have to string hose across these streets in the event of a fire and thus cause a great deal of traffic congestion. The 3 fire hydrants would also augment the firefighting facilities available for the Library Building.... Elevator modernization and improvements, annex: An allotment of $105,000 is requested for 1963 to convert elevators Nos. 1 and 2, west side, to automatic operation. Elevators Nos. 3 and 4 are now in the process of being converted to automatic operation with funds provided in the fiscal year 1961. All 4 elevators are in the same bank and in order to obtain high efficiency of operation, it is essential to operate the group of 4 elevators under a unified automatic pattern, so as to avoid inefficient service, uncontrolled dispatch and spacing of the 4 elevators and confusion among operators and passengers. The conversion of elevators Nos. 3 and 4, now being converted, will result in a reduction of 4 elevator operator positions on the Librarian's rolls effective July 1, 1962. If funds are provided for the conversion of elevators Nos. 1 and 2, it will be possible to effect a reduction of 4 more elevator operator positions on the Librarian's rolls when the conversion is completed.. Improved lighting, Coolidge Auditorium, main building: The present stage lighting, installed in 1925 when the Coolidge Auditorium was built, is antiquated and unsatisfactory for many of the cultural programs presented in the auditorium.
