force, House Office Buildings; $11,425 to establish uniform working hours for charwomen, Senate Office Buildings; and $132,737 for 35 additional positions-3 for salaries, Office of the Architect of the Capitol, 1 for the Capitol Buildings, 1 for the Capitol Grounds, 29 for the Senate Office Buildings, and 1 for the Capitol Power Plant. Of the $264,885 increase for other annual maintenance items, $17.585 is for Government contribution to the civil service retirement fund, required by Public Law 854, 84th Congress; $71,800 for payment to employees' health benefits fund required by Public Law 86382, 86th Congress; $75,000 for increased cost for purchase of electrical energy and $35,000 for increased cost of fuel, Capitol Power Plant; and $65,500 for miscellaneous repairs and improvements.

Of the $1,066,800 for nonrecurring maintenance items, $606,100 is for repairs and improvements in the Capitol group of buildings, of which $185,000 is for steam cleaning the exterior of the Old Senate Office Building and $150,000 for replacement of chilled water and heating coils and temperature controls, air-conditioning system, Old Senate Office Building; and $460,700 for repairs and improvements in the Library buildings and grounds.

The only amounts requested in the 1961 budget for construction items are $13 million for liquidation of contract authority under the additional House Office Building project, $2,500,000 for liquidation of contract authority under the expansion of facilities, Capitol Power Plant, project; and $730,000 for liquidation of contract authority under the changes and improvements, Capitol Power Plant, project. Full reports are detailed in the sections of the justifications covering these projects, and will be presented to the committee when those items in the justifications are reached.

The annual appropriation items under the Architect of the Capitol are primarily for maintenance of buildings occupied by the Congress and for heat, light, power, air conditioning, and general housekeeping services for the Congress, and each year include items considered Lecessary to render proper service to the Congress and to maintain properly the buildings and equipment of the legislative establishment.
