Mr. NORRELL. You may proceed with the justification of this request, Mr. Stewart.

Mr. STEWART. This is an item representing a net increase of $81,000. First, there is a reduction due to the dropping of two nonrecurring items-refinishing the central desk in the main reading room, main building, $6,000; recarpeting the Rare Book Room and the Chief Assistant Librarian's office in the main building, $3,275, making a total of $9,275 deducted.

OFFICE FURNITURE AND EQUIPMENT

The additions consist of an increase in the item of annual office furniture, equipment and office machines from $30,000 to $35,000. That is an increase of $5,000 in this estimate over last year.

Mr. NORRELL. Why?

Mr. STEWART. Because of limited funds available for furniture, equipment and office machines, it is necessary to devote $5,000 annually to repair. This is a significant portion of the $30,000 available for the annual needs of the Library, leaving only $25,000 for purchase of new items for replacement. It is requested that the amount of this allotment be increased from $30,000 to $35,000 so that $30,000 might be made available for purchase of new items.

VISIBLE FILE CASES FOR SERIAL RECORD AND ORDER DIVISION

Mr. STEWART. The next item is for visible file cases for Serial Record and Order Division.

Mr. NORRELL. What is the amount of it?

Mr. STEWART. It has been increased from $1,225 to $1,500 for 1960.

CARPETING FOR INFORMATION AND PUBLICATIONS OFFICE

The next item is for carpeting for the Information and Publications Office, main building, not previously carpeted, that amount is $1,900. Mr. NORRELL. Are there any questions?

ELECTRIC FANS

Mr. STEWART. The next item of $14,700 is for 700 60-cycle alternating current electric fans for the main building, in replacement of direct current fans which can no longer be used after the main building is converted from 25-cycle alternating current and direct current to 60-cycle alternating current.

Mr. NORRELL. Are there any questions?

Mr. STEWART. The electrical conversion work is being done now.

Mr. HORAN. We had that item under consideration last year. Mr. HENLOCK. But you deferred it because we had not starte electrical conversion. The conversion is now underway and w completed next year.

VENETIAN BLINDS

Mr. STEWART. The next item is for venetion blinds in the building in replacement of roller shades in the amount of $13,40 Mr. NORRELL. How long have those venetian blinds been in Mr. STEWART. For many years.

Mr. NORRELL. Are there any further questions?

STEEL TRAYS FOR CARD DIVISION

Mr. STEWART. The next item is for steel trays for the Division 20,000 steel trays for cardstock in replacement of uns able trays made of cardboard with wooden ends, in the amo $24,000.

Mr. NORRELL. How are you getting along with your Card sion, Doctor? Is it self-sustaining?

Dr. MUMFORD. It is flourishing very well, Mr. Chairman. selling more and more cards all the time.

It is almost hard to understand or explain this continuous i in the sale of cards, and the money that is returned to the Ti from this source. This year the percentage of the appropriatio is returned to the Treasury will be considerably higher than las Mr. NORRELL. Why is that?

Dr. MUMFORD. The price was raised for the cards last year, the percentage of appropriation being returned was going dow some and we found it necessary in order to comply with the raise the price of cards, but in spite of this the customers cont buy more. Mr. NORRELL. That is a very good showing.

Dr. MUMFORD. I will speak to that further when we get section on card distribution in our regular budget.

CARD SECTIONS FOR COPYRIGHT OFFICE

Mr. STEWART. The next item is for seventy-two 15-drawer card sections for the Copyright Office in the amount of $6,200 Mr. NORRELL. Why?

Mr. HENLOCK. They are about 10 to 11 years old.

MICROFILM READING MACHINES

Mr. STEWART. The next item is for five microfilm reading machines. There are three for the Serial Division, one for the Copyright Office, and one for the Subject Cataloging Division in the amount of $3,900. Mr. NORRELL. Is this something new which you added to the Library, or what is that, Doctor?

Dr. MUMFORD. No, sir; we have been using microfilm reading machines for quite a few years, but the volume of material that we have on microfilm to be read on the machines steadily increases in our collection, and part of this request is for special work in the Cataloging Division where they have to examine film in order to catalog it. However, since this estimate was put in-and we have not had an opportunity to acquaint Mr. Stewart with this-I have found that we can reduce this request to three machines for this reason: The Copyright Office was conducting an experiment to microfilm applications for registration for copyright so as to avoid, perhaps, having to keep their original applications and bind them. This is an expensive operation. The experiment looked promising for a time. However, it has developed that there are enough objections so that we cannot proceed with it, and can now make available two machines that have been used in this project. Therefore, we can reduce the number requested here to three from five.

Mr. NORRELL. That will be a reduction of what?

Mr. HORAN. How much of a reduction will that make?

Mr. STEWART. $850 each or $1,700.

Mr. NORRELL. We are always thinking about reductions, gentle

men.

ADDING MACHINES FOR ORDER DIVISION

Mr. STEWART. The next item is for four electric adding machines for the Order Division, in the amount of $2,800.

The next item is for two calculating machines, one printing calculator for the Card Division and one regular calculator for the Legislative Reference Service, in the amount of $1,500.

Mr. NORRELL. Are there any questions?

BOOKKEEPING MACHINE IN ACCOUNTING OFFICE

Mr. STEWART. The next item is for one bookkeeping machine in replacement of a 15-year-old machine in the Accounting Office, in the amount of $4,000.

Mr. NORRELL. If there are no questions, move to the next item.

PITNEY-BOWES TICKOMETER FOR CARD DIVISION

Mr. STEWART. The next item is for one Pitney-Bowes Tickometer to count cards in the Card Division, in the amount of $1,600.

That makes a total increase of $90,275, minus the $1,700 redu proposed by Dr. Mumford.
