ROBERT D. MORAN

Administrator of Workplace Standards
U. S. Department of Labor

Robert D. Moran presently holds two positions in the U. S.

Department of Labor. He was appointed Administrator of the Wage and Hour Division by President Nixon in February 1969, and, in July 1970, pursuant to a re-organization of the Department, was appointed to the newly-established position of Administrator of Workplace Standards.

The Wage and Hour Division is responsible for administration and enforcement of the Fair Labor Standards Act, Age Discrimination in Employment Act, the Wage Garnishment provisions of the Consumer Credit Protection Act, plus a number of laws providing for certain wage and hour standards for employees of firms with government contracts. The Workplace Standards Administration includes the above plus all Federal laws administered by the Department of Labor in the fields of Occupational Safety and Health, Workmen's Compensation, and wage determinations issued on Federal contracts.

Mr. Moran is an attorney and labor arbitrator. He was in private. practice in Springfield, Massachusetts, prior to his appointment.

has also served as Associate Commissioner of the Massachusetts Department of Labor and Industries, Chairman of the Minimum Wage Commission, and Chairman of the State Board of Conciliation and Arbitration. is a veteran of Army service during the Korean War period and also served briefly as a lawyer on the staffs of the Assistant Secretary of Defense for Manpower and Personnel and the Assistant Secretary of Defense for Legislative and Public Affairs.

Mr. Moran holds a Bachelor of Arts degree in Public Management

from the University of Maine and a Doctor of Jurisprudence degree from Boston University School of Law.

GEORGE C. GUENTHER

Director, Bureau of Labor Standards

George C. Guenther was appointed Director of the Bureau of Labor Standards September 15, 1969, He also serves as Deputy Administrator of the Department of Labor's Workplace Standards Administration which is responsible for the combined and integrated activities of the Wage-Hour Divisions, the Bureau of Employees' Compensation, the Division of Wage Determinations and the Bureau of Labor Standards.

The Bureau of Labor Standards develops and advances labor standards and assists States and labor, management and civic organizations that are working to improve labor legislation

and administration.

The Bureau develops and enforces safety and health regulations for persons working under Federal supply, service and construction contracts and in the shipyard and longshoring industries.

Mr. Guenther serves as Chairman of the Federal Safety Council which is responsible for occupational safety programs in all Federal agencies applying to approximately

3 million Federal employees. He is a member of the Board of Directors of the National Safety Council and a member of the American Society of Safety Engineers.

Prior to joining the Bureau of Labor Standards, Mr. Guenther

served as Deputy Secretary of the Pennsylvania Department of

Labor and Industry.

A native of Reading, Pennsylvania, I. Guenther holds an

.D. degree from Amherst College.

He and his wife, the former Kathleen Coyle, have three sons.

HORACE E. MENASCO

Deputy Assistant Secretary for Program Development and Administration
Workplace Standards Administration

Horace E. Menasco was appointed Deputy Assistant Secretary of Labor in August 1969. In August 1970 he was named Deputy Assistant Secretary for Program Development and Administration in the Workplace Standards Administra

tion.

In this capacity he is responsible for providing all administrative and program development support to the following workplace standards programs: Improvement and protection of the wages of the Nation's workers

through promotion of adequate wage standards and enforcement of

laws and regulations dealing with wages, hours, wage garnish

ment, and age and sex discrimination;

Protection of the workers against occupational safety and health

hazards through enforcement of laws and regulations;

Development of safety standards, and promotion of safe and healthful working conditions;

Enforcement of the provisions of the Federal procurement acts prohibiting sex or race discrimination by Federal contractors;

Provision of compensation to Federal civilian employees injured

in the course of their employment and to other workers and their

survivors protected by Federal legislation;

Promotion of the rights of female workers;

Development of policies which lead to improved working conditions

for women.

Prior to his appointment Mr. Menasco was the City Manager of Pasco, ashington. He assumed that post in 1964, after serving as City Manager of Colby, Kansas, since 1961.

Born on March 3, 1925, in Cushing, Oklahoma, Mr. Menasco received a B.A. degree in architecture from Kansas State University in 1950 and did graduate work at the University of Wichita.

He served in the U.S. Army from 1943 to 1946 and was discharged with the rank of Staff Sergeant.

He is married to the former Julia Ann Warren and they have six children.
