Mr. ROONEY. Next is the Small Business Administration for which we have two items. The first of these items is to be found at page 2 of House Document No. 92-72, a request in the amount of $265 million additional for the disaster loan fund.

We shall at this point insert in the record the entire six pages of alleged justifications for this request.

For additional capital for the Disaster Loan Fund, authorized by the Small Business Act, as amended, $265 million, to remain available without fiscal. year limitation.

EXPLANATION OF LANGUAGE

This proposed supplemental request is required to provide financial assistance on favorable terms to victims of recent natural disasters, primarily the earthquake in southern California, for

rehabilitation of damaged or destroyed property.

Preliminary estimates by the Office of Emergency

Planning indicate a probable $242 million loan program.
