In addition, OCD maintains close relationships on emergency functions with the Office of Emergency Preparedness, Executive Office of the President, and works with some 30 other agencies that have emergency preparedness responsibilities assigned by Executive order.

Liaison, including contractual arrangements for certain civil defense activities, is maintained by OCD with the National Association of State Civil Defense Directors, the United States Civil Defense Council (local membership), and various other technical and professional advisory groups.

Further, OCD receives timely and effective active support from the Armed Services. Military support plans have been prepared by the Adjutants General of all of the 50 States and Puerto Rico. These plans are undergoing constant review, and are revised as required. CONARC provides planning and training guidance to the State Adjutants General on military support of civil defense. The Navy and Air Force have provided a reserve officer on a paid drill status to provide liaison between each State Adjutant General and the Navy/Air Force units (both active and reserve) within his State. Procedures for an orderly interchange of information between civil defense and military support of civil defense planners and for compatibility between CD and Military Support of Civil Defense (MSCD) emergency operations plans are being further developed. Individual Ready Reservists are being formed into Civil Defense Support Detachments and Civil Defense Reinforcement Training Units, on a voluntary basis, to assist in CD and MSCD planning and training. All Military installations in each of the 50 States have been directed to prepare installation survival/recovery plans which include providing, surveying, marking, and stocking fallout shelters.

In the civil defense program, OCD works with the 50 States, Puerto Rico, the Canal Zone, the Virgin Islands, Guam, American Samoa, and the District of Columbia; and through the States, with over 3,000 counties or parishes, and over 2,100 incorporated local governments that participate in the civil defense program through some form of federal assistance.

There are over 6,000 full or part-time civil defense personnel paid with the help of Federal matching funds, functioning as part of State and local civil defense organizations that are legally an integral part of civil government under the authority of elected officials. With OCD guidance, these organizations also rely upon many additional State and local government employees and volunteers trained to carry out specific civil defense assignments. Overall, this is the civil defense family working together to attain an end goal of protection for the American people against the effects of disaster.

OPERATION AND MAINTENANCE

For expenses, not otherwise provided for, necessary for carrying out civil

defense activities, including the hire of motor vehicles; and financial

contributions to the States for civil defense purposes, as authorized by law,

$60,335,000*: Provided, That not to exceed $25,000,000 shall be available for

allocation under Section 205 of the Federal Civil Defense Act of 1950, as

amended. (50 U.S.C. App. 2251-2297; 5 U.S.C. 3109; 31 U.S.C. 638a; additional

authorizing legislation to be provided for $29,041,000, Treasury, Postal Service
