MILITARY ROAD ACROSS THE CASCADE MOUNTAINS.

MEMORIAL

OF THE

LEGISLATIVE ASSEMBLY OF WASHINGTON TERRITORY,

IN RELATION TO

The military road across the Cascade mountains.

FEBRUARY 15, 1864.-Referred to the Committee on Military Affairs, and ordered to be printed.

To the honorable the Senate and House of Representatives of the United States in Congress assembled:

Your memorialists, the legislative assembly of the Territory of Washington, would respectfully represent that the military road across the Cascade mountains is now impassable by reason of fallen timber and the unfinished condition in which it was left, after the expenditure of the appropriation heretofore made by Congress for its construction; that the opening of this road is of the most vital importance and interest to the people of Washington Territory, which road would doubtless be used yearly by thousands of persons going to and returning from the rich gold-fields lying east of the Cascade range, and, in the opinion of your memorialists, in a military point of view is absolutely required; that quite a large amount of money has been expended by government in opening this road, yet it is now useless in every respect, and will so continue, unless repaired; that the repairs and thorough completion of the same would also bring into immediate use and cultivation the large and fertile tracts of land lying east of the Cascades and on the line of this road, which have heretofore remained unoccupied, because of the impossibility of getting supplies to and their produce from their homes, by settlers, by means of ingress and egress then and now afforded.

Your memorialists are of the opinion that not less than fifty thousand dollars ($50,000) will thoroughly repair and complete said road, and therefore pray your honorable bodies to pass an act appropriating that sum, either in money or in land lying along said road, for its repair and completion.

I. APPROPRIATIONS MADE DURING THE FIRST SESSION OF THE THIRTY-EIGHTH CONGRESS.

Object of appropriation.

Total.

By the act to provide for the deficiency in the appropriation for the pay of officers and men actually employed in the western department, or department of Missouri.

To carry into effect the act approved March twenty-fifth, eighteen hundred and sixty-two, to secure to the officers and men actually employed in the western department, or department of Missouri, their pay, bounty, and pension.

By the act making appropriations for the payment of invalid and other pensions of the United States for the year ending the thirtieth of June, eighteen hundred and sixty-five.

For invalid pensions under various acts...

For pensions to widows, mothers, children, and sisters, under the first section of the act of the fourth of July, eighteen hundred and thirty-six; act of July twenty-first, eighteen hundred and forty-eight; first section of the act of February third, eighteen hundred and fifty-three; June third, eighteen hundred and fiftyeight, and July fourteenth, eighteen hundred and sixty-two.

By the act making an appropriation for rebuilding the stable at the President's.

To enable the Commissioner of Public Buildings to cause the stable at the President's to be rebuilt forthwith. By the act supplementary to an act entitled "An act to provide ways and means for the support of the government," approved March third, eighteen hundred and sixty-three.

For the necessary expenses of the preparation, issue, and disposal of bonds; but the amount so paid shall not exceed one-half of one per centum of the amount of the bonds so issued and disposed of.

By the act to provide for the protection of overland emigration to the States and Territories of the Pacific.

For the protection of emigrants by the overland route to the States and Territories of the Pacific, to be expended under the direction of the Secretary of War................

For the protection of emigrants on the route from Fort Abercrombie by Fort Benton.

For the protection of emigrants on the route from Niobrarah, on the Missouri river, by the valley of the Niobrarah and Gallatin, in Idaho..

By the act to supply deficiencies in the appropriations for the service of the fiscal year ending the thirtieth of June, eighteen hundred and sixty-four, and for other purposes.

For contingent expenses of the southeast executive building, including the extension, viz: For fuel, labor, light, and miscellaneous items.

For supplying a deficiency in the current expenses of the branch mint at Denver for the current fiscal year..

For compensation of returns clerk from January first to June thirtieth, eighteen hundred and sixty-four.... For compensation of the surveyor general of Illinois and Missouri to the thirty-first of October, eighteen hundred and sixty-three, when the office was closed..

For compensation of the surveyor general of Arizona, and the clerks in his office...

To supply deficiencies in the Department of Agriculture for the current year, as follows:

For the purchase of sorghum seed.

For rebuilding shop in the propagating garden..

For postage..

For carpets, furniture, and cans, for fruit..

For fuel....

For supplying a deficiency in the appropriations for the payment of the clerks, messengers, copyists, and laborers in the office of the Quartermaster General..

For salary of an additional Assistant Secretary of War..

To supply a deficiency in the appropriation for the purchase and manufacture of arms for volunteers and
regulars, ordnance and ordnance stores..

To supply a deficiency in the appropriation for the manufacture of arms at the national armory......
To supply a deficiency in the appropriation for the Surgeon General's department, to wit:

For medical instruments and dressings.

For hospital stores, bedding, &c.

For hospital furniture and field equipment..
For books, stationery, and printing-
