The Senior Procurement Official, Headquarters, or designee shall retain a copy of the memorandum required by FPR 1-17.303(a).

§9-17.402 Final records.

Heads of Procuring Activities, the Senior Procurement Official, Headquarters, or designee and the Chairman, Board of Contract Appeals (acting in its capacity as a Contract Adjustment Board) shall prepare the final record described in FPR 1-17.402 for each case handled within their respective areas of authority.
