STATEMENT OF HON. JOSEPH C. GREW, ACTING SECRETARY OF STATE ESTIMATES, FISCAL YEAR 1946.-UNOBLIGATED BALANCES OF APPROPRIATIONS Mr. RABAUT. We take up this morning the estimates of appropriations for the Department of State, and we have with us the Acting Secretary, Mr. Grew, and members of his staff. We will turn first to the summary of requirements for the fiscal year 1946 for the Department of State. I note that the total estimate for 1946, is $77,928,900, as shown in the justification statement. Without objection on the part of the committee, this summary of requirements will be put in the record at this point, followed by a statement concerning unobligated balances in certain appropriations at the close of the fiscal year 1944.
