A PROCLAMATION

WHEREAS it appears that the public good will be promoted by eliminating from the Gunnison National Forest certain lands within the State of Colorado;

Now, therefore, I, Woodrow Wilson, President of the United States of America, by virtue of the power in me vested by the Act of Congress approved June fourth, eighteen hundred and ninety-seven (30 Stat., 11-34), entitled "An Act Making appropriations for sundry civil expenses of the Government for the fiscal year ending June thirtieth, eighteen hundred and ninety-eight, and for other purposes,' do proclaim that the boundaries of the Gunnison National Forest are hereby changed and that they are now as shown on the diagram forming a part hereof.

The lands herein eliminated from the Gunnison National Forest are hereby withdrawn under the Act of June twenty-fifth, nineteen hundred and ten (36 Stat., 847), as amended by the Act of August twenty- Vol. 37, p. 497. fourth, nineteen hundred and twelve (37 Stat., 497), for classification, and will, when compatible with the public interests, be restored to settlement and entry under the laws applicable thereto on such dates as shall be fixed by the Secretary of the Interior and after such notice as he may deem advisable.

It is not intended by this proclamation to release any land from Area affected. reservation except the areas indicated on the diagram as eliminated, nor to reserve any land not heretofore embraced in a National Forest. BY THE PRESIDENT OF THE UNITED STATES OF AMERICA,

A PROCLAMATION.

WHEREAS, by the first article of the Convention between the Governments of the United States, Great Britain, Japan and Russia for the preservation and protection of the fur seals and sea otter which frequent the waters of the North Pacific Ocean, concluded at Washington July seventh, nineteen hundred and eleven, it is provided as follows:

"The High Contracting Parties mutually and reciprocally agree that their citizens and subjects respectively, and all persons subject to their laws and treaties, and their vessels, shall be prohibited, while this Convention remains in force, from engaging in pelagic sealing in the waters of the North Pacific Ocean, north of the thirtieth parallel of north latitude and including the Seas Bering, Kamchatka, Okhotsk and Japan, and that every such person and vessel offending against such prohibition may be seized, except within the territorial jurisdiction of, one of the
