Mr. HANLEY introduced the following bill; which was referred to the Committee on Veterans' Affairs

A BILL

To amend title 38 of the United States Code to provide that amounts inherited from bank accounts jointly or separately owned shall not count as income for death or disability pension or for dependency and indemnity compensation.

1 Be it enacted by the Senate and House of Representa2 tives of the United States of America in Congress assembled, 3 That (a) section 503 of title 38, United States Code, is 4 amended by adding the following to the end thereof:

"(14) amounts inherited by the surviving spouse from bank accounts jointly or separately owned by the veteran and his spouse.".

(b) Subsection (g) (1) of section 415 of title 38,

"(M) amounts inherited by the surviving spouse

from bank accounts jointly or separately owned by the dependent parents of the veteran.".

(c) This Act shall take effect on the first day of the

7 third calendar month after which it is enacted.

To amend title 38 of the United States Code to provide outpatient care for certain veterans, and for other purposes.

Be it enacted by the Senate and House of Representa

2 tives of the United States of America in Congress assembled, 3 That subsection (b) of section 612 of title 38, United States 4 Code, is amended to read as follows:

(g) Where any veteran is in receipt of increased pen6 sion or additional compensation or allowance based on the 7 need of regular aid and attendance or by reason of being per8 manently housebound, or who, but for the receipt of retired pay, would be in receipt of such pension, compensation, or 10 allowance, the Administrator may furnish the veteran such 11 medical services as he finds to be reasonably necessary."

SEC. 2. Subsection (h) of section 612 of title 38, United

2 States Code, is amended by inserting immediately after the

3 words "by reason of being" the following: "permanently 4 housebound or".

5 SEC. 3. (a) Section 322 of title 38, United States Code, 6 is amended by (1) inserting "(a)" immediately before 7 "The"; and (2) adding at the end thereof the following new 8 subsection:

"(b) The monthly rate of death compensation payable 10 to a widow under subsection (a) of this section shall be 11 increased by $50 if she is (1) a patient in a nursing home, or 12 (2) helpless or blind, or so nearly helpless or blind as to need 13 or require the regular aid and attendance of another person." (b) Section 411 of title 38, United States Code, is 15 amended by adding at the end thereof the following new 16 subsection:

"(g) The monthly rate of dependency and indemnity 18 compensation payable to a widow shall be increased by $75 19 if she is (1) a patient in a nursing home, or (2) helpless 20 or blind, or so nearly helpless or blind as to need or require 21 the regular aid and attendance of another person.'

(c) This section shall take effect on the first day of the

23 second calendar month which begins after the date of 24 enactment of this Act.
