3 SEC. 6. Section 503 of title 38, United States Code, is

4 amended

(a) by inserting before "United" in paragraph (4) there "servicemen's group life insurance,"; and (b) by substituting a semicolon for the period at the end of said section and adding the following new paragraphs:

"(14) amounts equal to prepayments on an indebtedness secured by a mortgage, or similar type security instrument, on real property (which was prior to death the principal residence of a veteran and spouse) made by the veteran or his widow, after the death of the spouse, during the year of death and the succeeding

year, if said indebtedness was in existence at the time of death;

"(15) amounts in joint accounts in banks and similar institutions acquired by reason of death of other joint owner;

"(16) payments received by a retired employee from his former employer as reimbursement for monthly premiums for supplementary medical insurance benefits for the aged provided by part B of title XVIII of the Social Security Act, as amended.”.

SEC. 7. Section 622 of title 38, United States Code,

2 is amended by inserting "(a)" immediately before the

3 first sentence and by adding at the end thereof the follow4 ing new subsection:

"(b) Notwithstanding the requirements of subsection

6 (a), the receipt of pension under chapter 15 of this title 7 shall be accepted as sufficient evidence of inability to defray 8 necessary expenses, and an applicant in receipt of such 9 pension shall be exempt from executing a statement under 10 oath."

SEC. 8. This Act shall take effect on January 1, 1969.

To amend title 38 of the United States Code to provide increased pensions, disability compensation rates, to liberalize income limitations, and for other purposes.

3 That (a) section 314 of such title is amended

(1) by striking out "$21" in subsection (a) and inserting in lieu thereof "$33";

inserting in lieu thereof "$66";

(3) by striking out "$60" in subsection (c) and inserting in lien thereof "$99";

"(4) by striking out "$82" in subsection (d) and inserting in lieu thereof "$132";

(5) by striking out "$113" in subsection (e) and inserting in lieu thereof "$165";

(b) The Administrator of Veterans' Affairs may adjust 16 administratively, consistent with the increases authorized by 17 this section, the rates of disability compensation payable to 18 persons within the purview of section 10 of Public Law 19 85-857 who are not in receipt of compensation payable pur20 suant to chapter 11 of title 38, United States Code.

SEC. 2. The tables appearing in subsections (b) (1), 22 (c), and (d) of section 415 of such title, in subsections 23 (b) and (c) of section 521 of such title, and in subsections 24 (b) and (c) of section 541 of such title are each amended—

(1) by striking out "$1,800" wherever it appears

and inserting in lien thereof "$2,400”, and

(2) by striking out "$3,000" wherever it appears

and inserting in lieu thereof “$3,600”.

SEC. 3. (a) Paragraph (5) of section 503 of title 38, 6 United States Code, is amended by inserting “and monthly 7 benefit payments" immediately after "lump sum death pay8 ments", and by inserting "and annuity or pension payments 9 under chapter 9 of title 45" immediately before the semi10 colon at the end thereof.

(b) In computing the income of any person for the pur

pose of determining his eligibility for pension pursuant to 13 the provisions of the first sentence of section 9 (b) of the 14 Veterans' Pension Act of 1959, there shall be excluded the

15

corpus of his estate and any monthly benefit payments pay16 able to such person under title II of the Social Security Act 17 and any annuity and pension payments payable to such per

18

son under any public or private retirement plan, to which the 19 veteran contributed during his working years.

SEC. 4. Section 521 (f) (1) of such title is amended by

striking out “$1,200” and inserting in lieu thereof “$2,000”.

SEC. 5. The last sentence of subsection (a) of section 23 620 of such title is amended by striking out "except where in 24 the judgment of the Administrator a longer period is war
