The Commission's jurisdiction over operation to and from an adjacent foreign
country is limited to that portion within the United States. MacKenzie Coach
Lines, Inc., Common Carrier Application, 224 (225).

Applicant, a Canadian corporation, was authorized to conduct common-carrier
operations between New York points and the international boundary of the
Provinces of Ontario and Quebec, Canada, although it had not first received
authority from Quebec to operate in foreign commerce to the international
boundary. Commission's authority extends only to the international boundary,
and it was presumed that applicant would comply with the applicable laws of
Quebec before instituting service. Smith Transport Common Carrier Applica-

ADMINISTRATIVE RULINGS.

Bureau of Motor Carriers: Following ruling of Bureau of Motor Carriers,
that transportation service is that of a common carrier when interstate or foreign
shipments are interchanged with common carriers, applicant transporting ship-
ments under contract for shipper at Elyria, Ohio, and also for its customers at
Buffalo, N. Y., and Erie and Pittsburgh, Pa., independently of contractual
arrangements with the Elyria shipper, whose charges on shipments transferred at
Cleveland, Ohio, to forwarding companies and rail and motor carriers were paid
by shipper or by connecting carriers, was a common carrier. Motor Haulaway
