WATERSHED PROJECTS

TUESDAY, MARCH 16, 1965

HOUSE OF REPRESENTATIVES,

SUBCOMMITTEE ON CONSERVATION AND CREDIT

OF THE COMMITTEE ON AGRICULTURE,

Washington, D.C.

The subcommittee met, pursuant to notice, at 10:05 a.m., in room 1310, Longworth House Office Building, Washington, D.C., Hon. W. R. Poage (chairman of the subcommittee) presiding.

Present: Representatives Poage, Gathings, Stubblefield, Greigg, Callan, Teague of California, Harvey of Indiana, and Dole.

Also present: Martha Hannah, staff; Hyde H. Murray, assistant clerk; and Robert C. Bruce, assistant counsel.

Hollis R. Williams, Deputy Administrator for Watersheds; John H. Wetzel, Assistant Deputy Administrator; Charles Swigart, Director, Watershed Planning Division; and R. Neil Lane, Chief, Projects Branch, Watershed Planning Division, Soil Conservation Service, U.S. Department of Agriculture.

Mr. POAGE. The subcommittee will please come to order.

We are met this morning to consider a number of watershed projects. This, I believe, is our first meeting on watershed projects this year.

The Chair never makes the order of presentation of the projects. We take them as they are handed to us on this list. The staff prepares a list of the projects. I do not know really the basis of this order. I suppose that everybody tries to be heard first. And we would like to hear each individual first.

Mr. BRUCE. The first are those that were left over from last year. Mr. POAGE. Yes. I notice that the first one listed is a New Mexico project, the Cass Draw project. Neither Mr. Morris nor Mr. Walker are present.

Mr. BRUCE. Mr. Walker has submitted a statement which is in front of you.

Mr. POAGE. Yes. I see it here. I do not know whether Mr. Morris is here.

Mr. BRUCE. He will submit a statement later. He had some conflict of engagements this morning.

CASS DRAW WATERSHED, NEW MEXICO

Mr. POAGE. We will proceed on the basis of the usual procedure, then, and we will ask the Department to present the Department's views.

And without objection, Mr. Walker's and Mr. Morris' statement dated March 12, 1965, with reference to the Cass Draw watershed program will be made a part of the record.
