We are met this morning to consider a number of watershed projects. This, I believe, is our first meeting on watershed projects this year. The Chair never makes the order of presentation of the projects. We take them as they are handed to us on this list. The staff prepares a list of the projects. I do not know really the basis of this order. I suppose that everybody tries to be heard first. And we would like to hear each individual first. Mr. BRUCE. The first are those that were left over from last year. Mr. POAGE. Yes. I notice that the first one listed is a New Mexico project, the Cass Draw project. Neither Mr. Morris nor Mr. Walker are present. Mr. BRUCE. Mr. Walker has submitted a statement which is in front of you. Mr. POAGE. Yes. I see it here. I do not know whether Mr. Morris is here. Mr. BRUCE. He will submit a statement later. He had some conflict of engagements this morning. CASS DRAW WATERSHED, NEW MEXICO Mr. POAGE. We will proceed on the basis of the usual procedure, then, and we will ask the Department to present the Department's views. And without objection, Mr. Walker's and Mr. Morris' statement dated March 12, 1965, with reference to the Cass Draw watershed program will be made a part of the record. 1 CASS DRAW WATERSHED WORK PLAN Size and location: 31,494 acres in Eddy County. Sponsors: Carlsbad Soil and Water Conservation District and Carlsbad Ir rigation District. Cropland__. Grassland_ Miscellaneous_. Watershed Privately owned.. Federal_. Total watershed land use Percent Number of farms: 46. Purposes: Watershed protection and flood prevention. Principal measures: Soil conservation practices on farms; and structural measures consisting of two floodwater retarding structures, 2,890 feet of floodwater diversion, 15,010 feet of channel improvements, and 5,410 feet of levee. The capacity of the retarding structures ranges from 146 to 2,765 acre-feet. Number of beneficiaries: Landowners and operators of 25 farms and the residents of 15 homes and owners of 5 commercial establishments in the town of Loving. Land treatment measures. Structural measures: Flood prevention.. Drainage.. Subtotal. Total.. Project costs 1 This is primarily the cost of applying land treatment measures by landowners. Cost sharing from Federal funds appropriated for the agricultural conservation program may be available if included in the county program developed each year in consideration of approved State and National programs and the annual authorization by the Congress. 2 Consisting of Construction costs for drainage_ Land, easements, or rights-of-way. $7,588 26, 219 750 Benefit-cost ratio: 1.3 to 1. Carrying out the project: The Carlsbad Irrigation District assumes all local responsibilities for installing, operating, and maintaining the structural meas ures.
