OF THE COMMITTEE ON APPROPRIATIONS,

Washington, D.C.

The Committee on Armed Services, and the Subcommittee on Military Construction of the Committee on Appropriations, met jointly, pursuant to notice, at 10:30 a.m., in room 1202, New Senate Office Building.

Present: Senators Stennis (presiding), Jackson, Yarborough, Cannon, Young of Ohio, Inouye, Saltonstall, Smith, and Tower.

Also present: Gordon A. Nease, professional staff member; and Charles B. Kirbow, Chief Clerk; Committee on Armed Services. Vorley M. Rexroad, chief clerk of the Appropriations Subcommittee on Military Construction; and Joseph Borda, minority counsel, Committee on Appropriations.

Senator STENNIS. Gentlemen, I have a short statement, and then we will proceed.

The committee is convened this morning to begin the hearings on the Military Construction Authorization bill for fiscal year 1966, S. 1771. The companion bill soon to be considered by the House Armed Services Committee is H.R. 5885.

A BILL To authorize certain construction at military installations, and for other purposes Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

TITLE I

SEC. 101. The Secretary of the Army may establish or develop military installations and facilities by acquiring, constructing, converting, rehabilitating, or installing permanent or temporary public works, including site preparations, appurtenances, utilities and equipment for the following projects:

CONTINENTAL UNITED STATES, LESS ARMY MATERIEL COMMAND
(First Army)

Fort Devens, Massachusetts: Hospital facilities and troop housing, $11,008,000. Fort Dix, New Jersey: Maintenance facilities, medical facilities, and troop housing, $17,948,000.
