DIGESTS OF LEGAL OPINIONS RELATING TO THE UNITED STATES VETERANS' BUREAU INCLUDING THE OPINIONS OF THE ATTORNEY GENERAL OF THE UNITED STATES THE COMPTROLLER GENERAL OF THE UNITED STATES AND THE GENERAL COUNSEL OF THE UNITED STATES VETERANS' BUREAU WASHINGTON, D. C., March 4, 1924. These pamphlets, containing digests of official legal opinions, have been prepared for publication under the direction of Maj. William Wolff Smith, general counsel, for the convenience of those charged with the duty and responsibility of administering the law in questions relating to the administration of the United States Veterans' Bureau. Additional publications will be issued monthly and will contain only digests of opinions which create new precedents or change established precedents. No reference will be made either to opinions which apply axiomatic rules or to those which pertain to the general contractual relations of the United States Veterans' Bureau. It is the purpose of this digest to offer a convenient source of information showing the application of the law to a given statement of facts and to furnish a reference to specific cases containing the statement of facts in which a given opinion was rendered.
