WIGGLESWORTH, OF THE COMMITTEE ON APPROPRIATIONS, HOUSE OF REPRESENTATIVES, IN CHARGE OF THE INTERIOR DEPARTMENT APPROPRIATION BILL FOR THE FISCAL YEAR 1936, ON THE DAYS FOLLOWING, NAMELY:

MEMBERSHIP OF INTERIOR DEPARTMENT SUBCOMMITTEE

Mr. TAYLOR. Gentlemen of the committee and Interior Department officials, in opening these hearings I am pleased to say that the committee most heartily welcomes the four new Members, Mr. Johnson of Oklahoma, Governor Scrugham of Nevada, Mr. Zioncheck of Washington, and Mr. Wigglesworth of Massachusetts, I hope that they will enjoy their service. There is a large amount of hard work for you to do. But you will find it very interesting work. The Interior Department covers the widest field and is, I think, the most human of all the departments. It comes nearer to touching the human side of life and directly or indirectly benefiting all on the North American Continent. With all due respect to the other 10 subcommittees, I think the service on this committee is the most enjoyable of any of them, and I hope you will all find it so.

We have the Secretary of the Interior with us this morning, and I have invited him to make such statement as he may desire, and we hope that he will feel free to give us an extended presentation of the activities of his Department or whatever he desires to say to the committee.

Mr. Secretary, we will be glad to hear you.

STATEMENT OF HON. HAROLD L. ICKES, SECRETARY OF THE INTERIOR

GENERAL STATEMENT

Mr. ICKES. Mr. Chairman and gentlemen, I shall not make an extended statement. Mr. Burlew is here to answer questions on detail. We are asking for a net increase for the next fiscal year of $15,208,199.62. Our regular appropriations for 1935 were $46,864,865.38. The principal increase comprehended in the total net increase asked for is $1,093,099 for the restoration of salaries to the 100-percent basis, and that is more or less automatic.

The Wheeler-Howard Act, in order to be administered properly, requires an additional appropriation for the Bureau of Indian Affairs
