Abstract: The report discusses the extent to which pollution abatement and control programs will be imposed on or voluntarily undertaken by U.S. manufacturers in the near future, and the probable short- and long-range effects of the costs of such programs (computed to the greatest extent practical on an industry-by-industry basis) on the production costs of the manufacturers and the market prices of the goods purchased by them. Also contained in the report is the probable extent to which pollution abatement and control programs will be implemented in foreign industrial nations in the near future. The extent to which the production costs (again, on an industry-by-industry basis, wherever practical) of foreign manufacturers will be affected by the costs of such programs is discussed. The report includes an analysis of the probable competitive advantage that any article manufactured in a foreign nation will likely have in relation to a comparable article made in the United States if that foreign nation does not require its manufacturers to implement pollution abatement and control programs, requires a lesser degree of pollution abatement and control programs, or in any way reimburses or otherwise subsidizes its manufacturers for the cost of such programs.

Requirement: Each Inspector General shall, not later than April 30 and October 31 of each year, prepare semiannual reports summarizing the activities of the Office Inspector General during the immediately preceding 6-month periods ending March 31 and September 30. Such reports shall include: (1) a description of significant problems, abuses, and deficiencies relating to the administration of programs and operations of the establishment involved disclosed by such activities during the reporting period; (2) a description of the recommendations for corrective action made by the Office during the reporting period; (3) an identification of each significant recommendation described in previous semiannual reports on which corrective action has not been completed; (4) a summary of matters referred to prosecutive authorities and prosecutions and convictions which have resulted; (5) a summary of reports made to heads of establishments; and (6) a listing of audit reports completed

during the reporting period. Semiannual reports of each Inspector General shall be furnished to the head of the establishment involved not later than April 30 and October 31 of each year and shall be transmitted to the appropriate committees or subcommittees of the Congress within 30 days after receipt, together with a report by the head of the establishment with comments deemed appropriate. Abstract: The report contains: (1) a description of significant problems, abuses, and deficiencies relating to the administration of programs and operations disclosed during the reporting period; (2) a description of the recommendations for corrective action made during the reporting period with respect to significant problems, abuses, or deficiencies identified; (3) a summary of matters referred to prosecutive authorities and the prosecutions and convictions which have resulted; (4) a listing of each audit report completed by the Office during the reporting period; and (5) an identification of significant recommendations with which agencies have not agreed.

Requirement: The President in every possible instance shall consult with the Congress before imposing any export control under this section. Except as provided in section 7(g)(3) of the Export Administration Act of 1979, whenever the President imposes, expands, or extends export controls under this section, the President shall immediately notify the Congress of such action and shall submit with such notification a report specifying: 1) the conclusions of the President with respect to each of the criteria set forth in subsection (b); and 2) the nature and results of any alternative means attempted under subsection (d) or the reasons for imposing, extending, or expanding the control without attempting any such alternative means. Abstract: All controls to be continued must be reported on one year after the controls are imposed. This report due January 20 consists of a statement of the controls maintained for foreign policy purposes, and addresses six criteria specified in section 6 (b) of the Export Administration Act. Subsequent reports are prepared during the year whenever foreign policy export controls are imposed or extended.

Requirement: The Secretary of Commerce shall submit a biennial report to the President for transmittal to the Congress regarding the administration of the Coastal Zone Management Act of 1972. This report shall include information on state programs and state participation in federal programs; detailed information on the allocation of funds to the various coastal states; a summary of current regulations issued under the act; a summary of a coordinated national strategy and program for the National coastal zone; a summary of outstanding problems in the administration of the act; a description of the effects of energy activities on the coastal zones; and a summary of research and training activities in support of coastal zone management. Abstract: The biennial report for fiscal years 1980 and 1981 contained two sections. Part I presented discussions of state and federal coastal zone management activities organized by selected issue areas. Part I also presented overviews of the Estuarine Sanctuary Marine Sanctuary and ocean resources coordination assessment programs. Part II presented detailed information on individual state coastal zone management programs and coastal energy impact programs. In accordance with legislative requirements; research and education programs conducted by the coastal zone management-related programs were listed as well as program regulations promulgated or in force during the period covered by the report. The biennial report for fiscal years 1982 and 1983 is expected to be submitted to Congress in April 1984.

Requirement: The Secretary of Commerce shall submit a biennial report to the Congress, on or before March 1 of each year beginning in 1984, setting forth a comprehensive review of his actions undertaken pursuant to the authority of the Marine Protection, Research, and Sanctuaries Act of 1972 during the two preceding years. Recommendations for any legislation considered necessary for the designation and protection of marine sanctuaries should be included. Abstract: The report highlights the activities of the National Marine Sanctuary Program during fiscal years (FY) 1981 and 1982. The report discusses the designation of three new marine sanctuaries and management initiatives undertaken by the program during FY's 1981 and 1982 to further refine the sanctuary designation process. The report also includes a description of the major management initiative undertaken by the program in FY's 1981 and 1982 clarifying and refining the sanctuary designation process. This effort resulted in the preparation and publication of a Program Development Plan in January 1982 and in the completion of the first stages of the Site Evaluation process The report is organized in three sections. The first section is an executive summary; the second section is the main body of the report presenting detailed information about the program, new and established sanctuaries, and the new sanctuary designation process; and the third section is an appendix which lists research sponsored by the Marine Sanctuary Program during FY's 1981 and 1982.

Calendar Year Report on the Implementation of the Magnuson Fishery Conservation and Management Act.

Authority: Fishery Conservation and Management Act of 1976 (P.L. 94-265, § 305(f); 90 Stat. 355; 16 U.S.C. 1855(f)).

Requirement: The Secretary of Commerce shall submit to the Congress an annual report on the activities of the eight Regional Fishery Management Councils and the Secretary with respect to fishery management plans, regulations to implement such plans, and all other activities relating to the conservation and management of fishery resources undertaken under the Fishery Conservation and Management Act of 1976. Abstract: The report discusses the programs, activities, and significant accomplishments undertaken to fulfill the requirements of the Fishery Conservation and Management Act of 1976 (FCMA). The report has two parts. The first part describes the Act and how it works, addresses the major responsibilities assigned to the Secretary of Commerce, summarizes Secretarial actions, and describes the status of the fishery management plans in effect as of the date of the report. The second part comprises the reports of the eight Regional Fishery Management Councils established by the FCMA.

Program of Research and Monitoring for Early Detection of Stratospheric Ozone Change.

Requirement: The Administrator of the National Oceanic and Atmospheric Administration shall submit to the Administrator of the Environmental Protection Agency and the Congress on or before January 1, 1978 and biennially thereafter, a report on the findings of a continuing program involving research and monitoring of the stratosphere for the purpose of early detection of changes in the stratosphere and the climatic effects of such changes. Abstract: This report summarizes results of National Oceanic and Atmospheric Administration monitoring of stratospheric ozone and related atmospheric chemistry, radiation, dynamics and modeling research, instrument improvement, and atmospheric sampling and measurement technique development pertaining to early detection of changes in concentration of the earth's stratospheric ozone protective shield.
