Requirement: The Secretary of Agriculture with respect to national forest lands and the Secretary of a military department with respect to lands under the control of the military department which lie within or adjacent to the exterior boundaries of a national forest are authorized, subject to any applicable provisions of the Federal Property and Administrative Services Act of 1949, as amended, to interchange such lands, or any part thereof, without reimbursement or transfer of funds whenever they shall determine that such interchange will facilitate land management and will provide maximum use thereof for authorized purposes. No such interchange of lands shall become effective until 45 days. (counting only days occurring during any regular or special session of the Congress) after the submission to the Congress by the respective Secretaries of notice of intention to make the interchange. Abstract: This letter of intent, explaining interchange, includes a map and a copy of the Order to Interchange signed by both the Secretary of the Army and the Secretary of Agriculture. The reports should set forth recommendations for the installation of improvements needed for flood prevention; the conservation, development, utilization, and disposal of water; and for flood control and allied purposes. Abstract: Each report for project approval will describe the components of the action plan and the environmental impact of the proposed action. The report will provide the authority under which each study is carried out and a history of the investigation studies. A detailed description of the watershed area will be provided including location, topography, geology, soils, stream and drainage area characteristics, and environmental setting. The current economic development and a detailed description of the problems will be described. Plan formulation, including alternatives available, will be included. Project costs and benefits will be discussed and displayed.

Authority: U.S. Grain Standards Act, as amended (P.L. 94-582, § 22; 90 Stat. 2888; 7 U.S.C. 87f-2(a)).

Requirement: The Administrator of the Federal Grain Inspection Service shall submit to the House Committee on Agriculture and the Senate Committee on Agriculture, Nutrition, and Forestry an annual report setting forth actions taken to implement the provisions of the U.S. Grain Standards Act and the effectiveness of the official inspection and weighing system during the preceding fiscal year. Recommendations for legislative changes should be included.
