The Director of the Service, after due notice, may establish an impartial Board of Inquiry to look into the facts of the dispute. Except as a last resort the Federal Mediation and Conciliation Service refrains from participation in intrastate matters or in controversies pertaining to interpretation or application of existing contracts. FMCS has no jurisdiction in railroad and airlines industries.
