Total enrollment in 1980 to 1981 increased by approximately 400,000 to a new total of 16,861,828, the enrollment of the handicapped and disadvantaged also increased. Other special population groups served include women, displaced homemakers, Indians, the incarcerated, and those with limited English proficiency. Federal and state and local expenditures for vocational education in 1980-1981 reached an all-time high of $7,519,061,181. This was an approximate increase of $700 million from the previous year.

Abstract: The report describes activities conducted under the Rehabilitation Act of 1973, as amended, Public Law 95-602, on behalf of handicapped persons. Nearly a dozen different federal agencies detail how they have exercised their responsibilities in the previous year encompassing: the delivery of rehabilitation services to disabled persons, the development and continuation of special projects and initiatives, research conducted to offset the effects of disability, and advocacy activities, including court suits, to combat discrimination in employment and
