Requirement: The Secretary of Education shall submit an annual report to the House Committee on Education and Labor and the Senate Committee on Human Resources which evaluates the effectiveness of all programs administered by a federal education agency in achieving their legislated purposes and includes recommendations for improvement of the effectiveness of these programs. Abstract: This report contains descriptions of each of the programs administered by the Department of Education. Included in Volume II's description of each program are its legislative authorization, funding history, purpose and operational approach, scope, information concerning effectiveness, current or planned evaluation studies, and sources of evaluation data. The approximately 105 education programs or legislative titles can be grouped into three general categories: 1) programs to equalize educational opportunity for groups and individuals who are disadvantaged educationally due to socio-economic, racial, geographic, physical, or mental conditions; 2) programs to improve the quality and relevance of education through research, development, experimentation, and training; and 3) programs to provide limited general support to functions such as libraries, vocational education, etc. Volume I contains information on the Department's evaluation mission and structure, overviews on elementary and secondary education evaluation, postsecondary education evaluation, evaluation of special category programs, and highlights of the findings of recent evaluation studies.

Requirement: The Secretary of Education shall prepare and make available a catalog of all federal education assistance programs, whether or not such programs are administered by the Department. The catalog shall be transmitted to the Congress with the annual report. Abstract: The catalog is composed of brief descriptions of, and extensive indexes to, federal programs that provide educational benefits to the American public. It includes all programs administered by the U.S. Department of Education, as well as programs administered by other federal agencies in support of educational services, professional training, or library services available to the general public. Each program is described in terms of the specific type of assistance provided, the purpose for which it is available, who can apply for it, and how to apply. The federal offices to contact for additional information on each program are supplied. The catalog includes various programs, activities, and services that can be requested or applied for by a state, territorial possession, county, city, other political subdivision, etc. The programs include grants, loans, loan guarantees, scholarships, mortgage loans, and other types of financial assistance; assistance in the form of provision of federal property, facilities, equipment, and goods or services, including the donation of surplus real and personal property; and technical assistance, counseling, and professional training.

Requirement: The Secretary of Education shall submit to the House
Committee on Education and Labor and the Senate Committee on Hu-
man Resources an annual report providing an analysis of the reports
submitted to him by each state which details the use of federal funds in
that state under applicable state-administered programs. The report
should include a compilation of statistical data derived from those re-
ports. Abstract: The state reports provide information on: 1) all grants
and contracts made under the programs to local education agencies and
other public and private agencies and institutions; 2) the total amount of
funds available to the state under each program; 3) reports by the local
education agencies and other public and private organizations on the to-
tal amount of funds received from the state and their use; and 4) statis-
tics on individuals served or affected by programs.
