Requirement: The Secretary of the Interior shall notify the House and Senate Committees on Interior and Insular Affairs of any emergency withholding of a federal land area from settlement, sale, location, or entry for the purpose of limiting activities under general land laws in order to preserve values that would otherwise be lost. The emergency withdrawal shall be effective when made. Withdrawals of certain public lands in 11 western states that existed on the date of this law's enactment are to be reviewed by the Secretary of Interior within 15 years and a report is to be submitted to the President with the recommendations of the Secretary on how long such withdrawals should continue. The President is directed to transmit the Secretary's report to Congress along with his own recommendations either for action by the Secretary or for further legislation. Unless before the end of 90 days, excluding periods for adjournment for more than three days, the Senate and House of Representatives have adopted a concurrent resolution of disapproval, the Secretary may terminate the withdrawals. Requirement: The Secretary of the Interior shall report to the Congress any proposed negotiated contracts which are drawn up to provide fair and equitable treatment of repayment problems arising under existing contracts for the repayment of the construction costs of reclamation projects under the Reclamation Project Act of 1939. Such negotiated contracts may be executed only after approval has been given by an act of Congress.

Requirement: No part of any appropriation shall be available for the initiation of construction under the terms of reclamation law of any dam, reservoir, or water supply, or any tunnel, canal, or conduit for water, or water distribution system related to such dam or reservoir until the Secretary of the Interior certifies to the Congress that an adequate soil survey and land classification has been made and that the lands to be irrigated are susceptible to the production of agricultural crops by means of irrigation or that the successful irrigability of those lands and their susceptibility to sustained production of agricultural crops by means of irrigation has been demonstrated in practice.
