We will now commence hearings on the fiscal year 1980 budget for the various Legislative Branch agencies under the jurisdiction of the subcommittee. Besides myself, only Bob Giaimo of Connecticut is returning to the subcommittee. I would like to welcome the new membersJohn Slack of West Virginia, Neal Smith of Iowa; Sid Yates of Illinois, Bob Michel of Illinois, Silvio Conte of Massachusetts, and Eldon Rudd of Arizona. John, would you have any statement at this time? Mr. BENJAMIN. The budget that we are going to consider totals $1,034,949,600 and excludes excludes the Senate items that total $217,550,000, for a total budget of $1,252,499,600. This is an increase of $134,255,000-12 percent-over the amount already enacted for fiscal year 1979, and an increase of $36,807,000-3 percent-over fiscal year 1979 appropriations plus pending supplementals. Only a portion of this budget is for congressional operations, $808,508,600. The balance of the funds support statutory and administrative responsibilities for the Executive Branch and the public of such agencies as the Library of Congress, Architect of the Capitol, Copyright Royalty Tribunal, Botanic Garden, Government Printing Office, the General Accounting Office and the Cost-Accounting Standards Board.
