To safeguard the public health against the distribution of drugs not generally recognized as safe for use.

Be it enacted by the Senate and House of Representa2 tives of the United States of America in Congress assembled, 3 That in order to safeguard the public health against the dis4 tribution of drugs which have not become generally recog5 nized as safe for use, no person shall introduce or deliver 6 for introduction into interstate commerce any drug the com7 position of which is such that such drug is not generally 8 recognized, among experts qualified by scientific training 9 and experience to evaluate the safety of drugs, as safe for use under the conditions prescribed, recommended, or sug
