Condolence Resolution: Senate adopted S. Res. 192, expressing its sorrow on the death of Senator Reed of Kansas. Pages 3-5 Committee To Wait on President: Pursuant to S. Res. 193, to appoint two Senators to advise the President that a quorum of the Senate is present and ready to receive any message, the Chair appointed Senators Lucas and Wherry to join a like committee on the part of the House to wait on the President and advise him that the second session of the Eighty-first Congress is ready to receive any message.

Bills Introduced: Fifteen bills and six resolutions were introduced, as follows: S. 2766-2780; S. J. Res. 138; and S. Res. 196-200. Pages 42-43, 59-60 President's Message on State of Union: Senate met in joint session with the House to hear the President deliver his message on the state of the Union. Prior to this, it adopted H. Con. Res. 150, calling for a joint session at I p. m. on January 4, 1950, to receive the President's message on the state of the Union.

Senate Pages: Senate adopted S. Res. 196, authorizing payment of 19 pages employed by Sergeant at Arms in Senate Chamber from December 27 to 31, 1949. Page 43

Oleomargarine Tax: Consideration of H. R. 2023, repeal of oleomargarine tax, was begun and all committee amendments were agreed to with the exception of one on the effective date of the act which, on amendment by Senator George, was changed to July 1, 1950. Pending at recess was amendment in the form of a substitute proposed by Senator Wiley and others, pro

hibiting manufacture, transportation, sale, or use of yellow oleomargarine in interstate commerce.

Committee on Appropriations: Following an executive meeting, Chairman McKellar announced that his committee had met "for the purpose of discussing the omnibus appropriation bill that the Senate has already approved by resolution and which Mr. Cannon says will be reported by the House this year. The committee has resolved to try it out with an earnest endeavor to make it work. Just how it will be worked out we cannot tell yet, but a committee has been appointed to confer with Mr. Cannon and a like committee of the House, and also to make suggestions for changes in the Senate committee procedure which might be necessary to meet this new method of handling the appropriation bills."

Oleomargarine Tax: Senate continued debate on H. R. 2023, repeal of oleomargarine tax. Pending at recess was amendment in the form of a substitute proposed by Senator Wiley and others, prohibiting manufacture, transportation, sale, or use of yellow oleomargarine in interstate commerce.

Pages 73-79 Nominations: Sixty-four civilian nominations were received, including that of Oscar L. Chapman to be Secretary of the Interior, numerous foreign service appointments with four in the rank of ambassador, and numerous Federal judgeships. One Navy nomination in the rank of admiral was also received. Pages 106-107
