as provided in the 37th rule, at such time as the Senate shall order.

39. It shall be the duty of the Sergeant-at-Arms and his assistants to have the documents and bills promptly placed upon the files of the President and Senators, in the order of their numbers, and it shall be the duty of the Assistant Sergeant-at-Arms to see that the mails are punctually delivered; and for this purpose the messengers shall be subject to their directions.

40. No rule of the Senate shall be altered, suspended or rescinded, without a vote of a majority of all the members present of the Senate; and no motion to suspend, alter or rescind any such rule, or any joint rule of the two Houses, shall be in order without the unanimous consent of the Senate, unless one day's previous notice thereof shall have been given, and no motion to suspend shall embrace more than one rule.

41. Every report of a committee upon a bill which shall not be considered at the time of making the same, or laid on the table by a vote of the Senate, shall stand upon the General Orders with the bill, and subject to the provisions of the fourth rule; but if a bill is made the special order of any day, and shall, on that day, be reported by a committee of the whole, the report may be forthwith considered, unless the Senate shall otherwise order; and if not finished on that day, the bill, with the report, shall retain its place in the General Orders, unless made the special order for another day.

42. The President shall assign to the Door keepers their respective duties and stations.
