Col. T. P. WALSH. I did not know whether you would bring that up or not. The original bill was unlimited in scope, and these limitations were put in by the Comptroller General.

The CHAIRMAN. I wonder if you could provide us with an approximate estimate of the amount of money that would be involved?

Col. T. P. WALSH. We could probably get some casualty percentages from the General Staff.

The CHAIRMAN. How long would it take you to get that?

Col. T. P. WALSH. We could get it, sir, today.

The CHAIRMAN. Could you phone it in?

Col. T. P. WALSH. Yes, sir.

(Short interuption.)

Col. E. J. WALSH. I have the figure that you asked for, but I will ask to give it to the committee off the record.

(Discussion was had outside the record.)

Senator GURNEY. You do not want to make it compulsory that everybody who leaves the United States gets 3 months' pay, do you, Senator? Senator CHANDLER. No; but I want to make it so that they can pay them all.

Col. E. J. WALSH. It may help the committee to know that the reason we did not fix it by statute in the draft was because we probably could not do it in certain instances, but it is the policy of the War Department to do it wherever it is possible and advisable.

Senator AUSTIN. I do not see any objection to that.

Senator CHANDLER. I would like the War Department to furnish us a statement of exactly what they want.

Senator AUSTIN. That ought to be released to the extent that it can be released; that is, it ought to be made possible for us to use it on the floor, to the extent that you can let us use it.

Col. E. J. WALSH. We will incorporate it for use in the report. Senator AUSTIN. We are embarrassed when we get on the floor and know things that we cannot make public.

The CHAIRMAN. Is there anything further?
Senator AUSTIN. I move it be reported.

The CHAIRMAN. Unless there is objection it will be reported favorably. The Chair will designate Senator Chandler to report the bill. (At this point the committee proceeded to the consideration of other matter.)
