R. 8744.] The Committee on Commerce, to whom was referred the bill (H. R. 8744) granting the consent of Congress to the State of North Dakota, the county of Cass, and the city of Fargo, N. Dak., and the State of Minnesota, the county of Clay, and the city of Moorhead, Minn., or any of them, to construct a bridge across the Red River of the North between the cities of Fargo, N. Dak., and Moorhead, Minn., having considered the same, report it with amendments, and, as amended, recommend its passage. The bill as amended has the approval of the War Department, as will appear by the annexed communication concerning H. R. 8296, of which H. R. 8744 is a reintroduction. So far as the interests committed to this department are concerned, I know of no objection to the favorable consideration by Congress of the accompanying bill, H. Dak., and Clay, Minn., to construct a bridge across the Red River of the North, between the cities of Fargo, N. Dak., and Moorhead, Minn., if amended as indicated in red thereon. J. M.
