The Committee on Appropriations, to which was referred the bill (H. R. 9237) making appropriations to supply deficiencies in appropriations for the fiscal year ending June 30, 1922, and prior fiscal years, supplemental appropriations for the fiscal year ending June 30, 1922, and subsequent fiscal years, and for other purposes, reports the same to the Senate with various amendments, and presents herewith information relative to the changes made.

BRIDGE ACROSS RED RIVER OF THE NORTH BETWEEN FARGO, N. DAK., AND MOORHEAD, MINN.

Mr. CALDER, from the Committee on Commerce, submitted the

following

REPORT.

[To accompany H. R. 8744.]

The Committee on Commerce, to whom was referred the bill (H. R. 8744) granting the consent of Congress to the State of North Dakota, the county of Cass, and the city of Fargo, N. Dak., and the State of Minnesota, the county of Clay, and the city of Moorhead, Minn., or any of them, to construct a bridge across the Red River of the North between the cities of Fargo, N. Dak., and Moorhead, Minn., having considered the same, report it with amendments, and, as amended, recommend its passage.

The bill as amended has the approval of the War Department, as will appear by the annexed communication concerning H. R. 8296, of which H. R. 8744 is a reintroduction. The House report states: WAR DEPARTMENT, August 22, 1921. Respectfully returned to the chairman Committee on Interstate and Foreign Commerce, House of Representatives.

So far as the interests committed to this department are concerned, I know of no objection to the favorable consideration by Congress of the accompanying bill, H. R. 8296, Sixty-seventh Congress, first session, granting the consent of Congress to the counties of Cass, N. Dak., and Clay, Minn., to construct a bridge across the Red River of the North, between the cities of Fargo, N. Dak., and Moorhead, Minn., if amended as indicated in red thereon.

The text of the amendment has the approval of the War Department, as will appear by the annexed letter concerning a similar proposal.

So far as the interests committed to this department are concerned, I know of no objection to the favorable consideration by Congress of the accompanying bill (S. 2588, 67th Cong., 1st sess.) extending the time for the construction of a bridge by the Chicago, Milwaukee & St. Paul Railway Co. across the Missouri River at Chamberlain, S. Dak.
