Mr. Secretary, on behalf of the subcommittee, I want to welcome you here this morning as the lead-off witness as we consider your departmental budget for the forthcoming fiscal year. Last year, when you appeared before the subcommittee, I welcomed you with the comment that I was generally, impressed with your budget estimates. I thought they were realistic and practical, with some notable exceptions. Today, I regret that I cannot make that same observation. From our preliminary but rather detailed analysis of your budget estimates, I have concluded that in many cases the estimates in the Administration's budget are obviously so far off the mark they are, for all practical purposes, meaningless to this subcommittee. I think this is most unfortunate, because the Administration or the departmental proposals should serve as a part of the basis for these hearings.
