3 (b) The Secretary shall establish a program of experi4 mental, developmental, demonstration, and pilot projects, 5 through grants to or contracts with public or private non6 profit organizations, or through contracts with other private 7 organizations, for the purpose of improving techniques and 8 demonstrating the effectiveness of specialized methods in 9 meeting the manpower, employment, and training problems. 10 In carrying out this subsection with respect to programs 11 designed to provide employment and training opportunities 12 for low-income people, the Secretary shall consult fully with 13 the Director of the Office of Economic Opportunity. In carry14 ing out this subsection the Secretary of Labor shall, where 15 appropriate, also consult with the Secretaries of Health, Edu16 cation, and Welfare, Commerce, Agriculture, and Housing 17 and Urban Development, the Chairman of the Civil Service 18 Commission, and such other agencies as may be appropriate. 19 Where programs under this paragraph require institutional 20 training, appropriate arrangements for such training shall be

agreed to by the Secretary of Labor and the Secretary of 22 Health, Education, and Welfare.

23 (c) The Secretary shall conduct such research and in24 vestigations as give promise of furthering the objectives of

this Act either directly or through grants, contracts, or other

2 arrangements.

LABOR MARKET INFORMATION

SEC. 302. (a) The Secretary of Labor shall develop a

5 comprehensive system of labor market information on a

6 national, State, local, or other appropriate basis, including

7 but not limited to information regarding

(1) the nature and extent of impediments to the maximum development of individual employment potential including the number and characteristics of all persons requiring manpower services;

(2) job opportunities and skill requirements;

(3) labor supply in various skills;

(4) occupational outlook and employment trends

in various occupations; and

(5) in cooperation and after consultation with the Secretary of Commerce, economic and business development and location trends.

(b) Information collected under this section shall be 20 developed and made available in a timely fashion to meet in 21 a comprehensive manner the needs of public and private 22 users, including the need for such information in recruitment, 23 counseling, education, training, placement, job development, 24 and other appropriate activities under this Act and under the

1 Economic Opportunity Act, the Social Security Act, the Pub2 lic Works and Economic Development Act of 1965, the 3 Wagner-Peyser Act, the Vocational Education Act of 1963, 4 the Vocational Rehabilitation Act, the Demonstration Cities 5 and Metropolitan Development Act of 1966, and other rele6 vant Federal statutes.

MANPOWER UTILIZATION

SEC. 303. The Secretary shall establish a program for the 9 improvement of manpower utilization in sectors of the econ10 omy experiencing persistent manpower shortages, or in other 11 situations requiring maximum utilization of existing man12 power. The Secretary shall conduct this program either 13 directly or through such other arrangements as he may deem 14 appropriate.

16 SEC. 304. The Secretary shall provide for a system of 17 continuing evaluation of all programs and activities conducted 18 pursuant to this Act, including their cost in relation to their 19 effectiveness in achieving stated goals, their impact on com20 munities and participants, their implication for related pro21 grams, and the adequacy of their mechanism for the delivery 22 of services. He shall also arrange for obtaining the opinions of 23 participants about the strengths and weaknesses of the 24 programs.

TRAINING AND TECHNICAL ASSISTANCE

SEC. 305. In carrying out his responsibilities under this 3 Act, the Secretary of Labor, in consultation with the Secre4 tary of Health, Education, and Welfare, where appropriate, 5 shall provide, directly or through grants, contracts, or other 6 arrangements, training for specialized or other personnel and 7 technical assistance which is needed in connection with the 8 programs established under this Act or which otherwise per9 tains to the purposes of this Act. Upon request, the Secretary 10 may make special assignments of personnel to public or private agencies, institutions, or employers to carry out the pur12 poses of this section; but no such special assignments shall be 13 for a period of more than two years.

TITLE IV

NATIONAL COMPUTERIZED JOB BANK PROGRAM

FINDINGS AND PURPOSE

SEC. 401. The Congress hereby finds that the lack of 18 prompt and adequate information regarding manpower needs 19 and availability contributes to unemployment, underemploy20 ment, and the inefficient utilization of the Nation's manpower 21 resources. The Congress further finds that the development of 22 electronic data processing and telecommunications systems 23 has created new opportunities for dealing with this difficult 24 problem. It is therefore the purpose of this title to enlist the

1 tools of modern technology in a cooperative Federal-State

2 effort to reduce unemployment and underemployment and

3 more adequately meet the Nation's manpower needs.

ESTABLISHMENT OF THE PROGRAM

5 SEC. 402. The Secretary shall develop and establish a

6 computerized job bank program for the purpose of—

(1) identifying sources of available manpower sup

ply and job vacancies;

(2) providing an expeditious means of matching the qualifications of unemployed, underemployed, and disadvantaged persons with employer requirements and job opportunities on a National, State, local, or other appropriate basis;

(3) referring and placing such persons in jobs; and

(4) distributing and assuring the prompt and ready availability of information concerning manpower needs

and resources to employers, employees, public and pri

vate job placement agencies, and other interested indi

viduals and agencies.
