A regulation has all the force of law when not in conflict with a statute. Employees shall be familiar with the contents of this book, and shall be examined on their knowledge of the Postal Laws and Regulations and the space rulings. They shall also be required to keep their books corrected in conformity with section 2007, paragraph 3, of the Postal Laws and Regulations. Corrections to this book shall be made by attaching, at the proper place in the book, each correction insert published in the general order. The number shall be left on each insert and all inserts will be retained in the book. Where more than one insert is published for the same page, section, or paragraph, those superseded shall be lightly crossed out with pencil. S. A.
