A summary of information and materials relating to the AEC's regulatory organization and activities, including chronologies of power and test reactor cases

PREFACE

The purpose of this report is to present information about the regulatory process of the Atomic Energy Commission, particularly its organization, procedures, and interrelationships within and outside the AEC. While the important AEC regulatory programs are covered, special emphasis is given the process of licensing reactors. Two features are:

1. An assembly of significant information about the AEC regulatory organization and procedures, and

2. A chronology of all reactor cases subject to the hearing process (case chronologies, section IV).

Although licenses are not issued in regulating the safety of AECowned reactors, the parallel procedures involved in assuring the safety of AEC "second round" power reactor demonstration projects are covered in this report because they are a part of the AEC regulatory operation. Excluded from the discussion, although associated with the regulatory program are: (a) The access permit program (10 CFR 25), (b) unclassified activities of U.S. persons in foreign atomic energy programs (10 CFR 110), and (c) contract appeal hearings which are conducted by AEC hearing examiners.

The material assembled in this report has come from official sources within AEC and has been reviewed by the AEC Office and Division Directors concerned. Procedural and organization matter was taken from AEC Manual issuances and approved organization charts. Much of the information has necessarily been paraphrased.

This report is factual only and was not prepared in any attempt to prove or disprove any hypothesis. No comparisons or attempts to draw or imply conclusions are intended. Analyses, conclusions, and recommendations, if any, remain to be made as separate and distinct

steps.
