The committee met at 10:15 a.m. in room SD-538 of the Dirksen Senate Office Building, Senator Donald W. Riegle, Jr. (chairman of the committee) presiding. Present: Senators Riegle, Graham, Dixon, and Wirth. OPENING STATEMENT OF CHAIRMAN RIEGLE The CHAIRMAN. The committee will come to order. Let me welcome our nomination witness this morning and others in attendance. Let me indicate the reason we are starting late this morning. The Senate was in session last night until about 1:00 a.m., and at that very late hour, or early hour this morning actually, it was determined that we would have two votes this morning starting at 10:00 o'clock, and they have run long. So we have been delayed in starting, and that is the reason for the delay. I want to further say that Senator Garn expresses his regrets at being unable to be here. He has to attend to a markup in the Senate Appropriations Committee's Subcommittee that he is responsible for on the Minority side. So he must be there and asks that I indicate why he is not present here. I am going to make a brief opening comment, and then I am going to call on Senator Graham for any opening comments he wishes to make. This morning the Banking Committee will consider the administration's nomination of Constance Horner to be a Director of the National Consumer Cooperative Bank. Ms. Horner is an educator by training and has been involved in public policymaking positions since the inception of the Reagan administration. Ms. Horner currently serves as Under Secretary of the Department of Health and Human Services. She would continue to serve in this position if she is confirmed as a Bank Director. Prior to assuming this position in August 1989, Ms. Horner held a number of positions in the Reagan administration, including Director of the (1) |
