The subcommittee met at 10 a.m., pursuant to call, in room 356, Cannon House Office Building, Hon. W. J. Bryan Dorn (chairman of the subcommittee) presiding.

Mr. DORN. The subcommittee will come to order.

We are meeting this morning to begin our hearings on serviceconnected compensation legislation which has been introduced and which has been referred to this subcommittee for action.

Without objection, I will insert at this point in the hearings, the text of the bills which have been referred, together with the Veterans' Administration's reports thereon, as well as other material pertinent to this hearing.

[H.R. 168, 89th Cong., 1st sess.]

A BILL To amend title 38 of the United States Code to provide increases in the rates of disability compensation to reflect the increase in the cost of living from the year 1933

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That (a) section 314 of title 38, United States Code, is amended

(1) by striking out "$20" in subsection (a) and inserting in lieu thereof "$22";

(2) by striking out "$38" in subsection (b) and inserting in lieu thereof "$42";

(3) by striking out "$58" in subsection (c) and inserting in lieu thereof "$64";

(4) by striking out “$77” in subsection (d) and inserting in lieu thereof "$85";

(5) by striking out "$107” in subsection (e) and inserting in lieu thereof "$119";

(6) by striking out "$128" in subsection (f) and inserting in lieu thereof "$142";

(7) by striking out "$149" in subsection (g) and inserting in lieu thereof "$165";

(8) by striking out "$170" in subsection (h) and inserting in lieu thereof "$189";

(b) The Administrator of Veterans' Affairs may adjust administratively, consistent with the increases authorized by this section, the rates of disability compensation payable to persons with the purview of section 10 of Public Law 85-857 who are not in receipt of compensation payable pursuant to chapter 11 of title 38, United States Code.

SEC. 2. The compensation payable pursuant to the amendments made by this Act shall be payable beginning with the first day of the second calendar month following the date of enactment of this Act.

A BILL To amend title 38 of the United States Code to provide an increase of $75 per month in the rate of compensation payable to totally disabled veterans and proportionate increases in the compensation payable to other disabled veterans

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That (a) section 314 of title 38, United States Code, is amended-

(1) by striking out "$20" in subsection (a) and inserting in lieu thereof "$21";

(2) by striking out "$38" in subsection (b) and inserting in lieu thereof "$40";

(3) by striking out "$58" in subsection (c) and inserting in lieu thereof "$62";

(4) by striking out "$77" in subsection (d) and inserting in lieu thereof "$85";

(5) by striking out "$107" in subsection (e) and inserting in lieu thereof "$120";

(6) by striking out “$128” in subsection (f) and inserting in lieu thereof "$145";

(7) by striking out "$149" in subsection (g) and inserting in lieu thereof "$170";

(8) by striking out "$170" in subsection (h) and inserting in lieu thereof "$195";

(5) by striking out "$107" in subsection (e) and inserting in lieu thereof "$116";

(6) by striking out "$128" in subsection (f) and inserting in lieu thereof "$138";

(7) by striking out "$149" in subsection (g) and inserting in lieu thereof "$161";
