SEC. 202. Section 541 of title 38, United States Code, is 6 amended by adding at the end thereof the following para7 graph:

8 "(g) The monthly rate of pension payable to any sur9 viving spouse under any of subsection (b), (c), or (d) of 10 this section, including the increase, if any, payable under sec11 tion 544 of this title, shall be increased by 25 per centum 12 beginning on the first day of the month in which the sur13 viving spousė attains age seventy-eight.".

REPORT

[To accompany H.R. 7345]

The Committee on Veterans' Affairs, to whom was referred the bill (H.R. 7345) to amend title 38 of the United States Code to increase the rates of disability and death pension and to increase the rates of dependency and indemnity compensation for parents, and for other purposes, having considered the same, report favorably thereon by unanimous voice vote without amendment and recommend that the bill do pass.

INTRODUCTION

On May 17 and 18, the Subcommittee on Compensation, Pension, and Insurance held hearings on H.R. 1863 which dealt with cost-ofliving increases in the rates of non-service-connected disability pensions for eligible veterans widows, and children as well as increases in the monthly benefit rates of dependency and indemnity compensation paid to needy parents of veterans who have died of serviceconnected causes. The subcommittee also considered H.R. 1865 which provided a 25 percent additional pension to widows aged 78 and older presently available to veterans aged 78 and older.

The subcommittee heard testimony from the Veterans Administration, the Veterans of Foreign Wars, The American Legion, the AMVETS, the Veterans of World War I of the U.S.A., the Paralyzed Veterans of America and Members of Congress.

On May 24, the subcommittee recommended to the full Committee a clean bill.

On June 7, the full Committee, by unanimous voice vote, ordered the bill, H.R. 7345, reported!
