MILITARY CONSTRUCTION AUTHORIZATION
ACT OF 1971

TUESDAY, JULY 28, 1970

The Military Construction Subcommittees of the Committee on Armed Services and the Committee on Appropriations met in joint session, pursuant to notice, at 10 a.m., in room 212, Old Senate Office Building.

Membership of the Military Construction Subcommittee of the Commitee on Armed Services is as follows: Senators Jackson ( chairman), Ervin, Cannon, Byrd of Virginia, Thurmond, Tower, and Dominick. Membership of the Military Construction Subcommittee of the Committee on Appropriations is as follows: Senators Mansfield (chairman), Bible, Proxmire, Yarborough, Boggs, Pearson, and Fong. (Ex officio members: Senators Russell, Young of North Dakota, Symington, Cannon, and Goldwater.)

Present: Senators Jackson (chairman) presiding, Byrd of Virginia, Thurmond, Boggs, and Goldwater.

To authorize certain construction at military installations, and

Be it enacted by the Senate and House of Representa

2 tives of the United States of America in Congress assembled,

TITLE I

SEC. 101. The Secretary of the Army may establish or 5 develop military installations and facilities by acquiring, 6 constructing, converting, rehabilitating, or installing perma7 nent or temporary public works, including land acquisition, 8 site preparation, appurtenances, utilities, and equipment for 9 the following acquisition and construction.
