For the fiscal year 1965, $4,540,500 was appropriated or made available and $3,845,801 was expended; for the fiscal year 1966, $4,600,000 was appropriated or made available and $4,156,794 was expended; for the fiscal year 1967; $4,690,000 was appropriated or made available and through March 31, $3,118,554 was expended. We are requesting, for the fiscal year 1968, $4,700,000 compared with $4,690,000 appropriated for 1967 or an increase of $10,000.

Of the $4,690,000 appropriated for 1967, we have expended $3,118,554 through March 31, leaving a balance of $1,571,446. This figure, of course, does not take into consideration expenses or obligations that these various committees have incurred prior to March 1, 1967, and which have not yet been submitted for payment.

Mr. ANDREWS. That figure, $9,149,250, is for 2 years, for the 89th Congress?

Mr. JENNINGS. That is correct, Mr. Chairman.

Mr. ANDREWS. You show here on page 34, in the second column for the 89th Congress, the amount expended to be $8,057,394.45. That amount is against the $9 million-plus authorization?

Mr. JENNINGS. That is correct.

Mr. ANDREWS. How final do you consider the figure $8,057,394.45? Mr. JENNINGS. We are still getting some bills in.

Mr. ANDREWS. If that figure prevailed and that were all that is needed for this item, you would have left $1,091,855.55. Mr. JENNINGS. Yes, in authorizations.

Mr. ANDREWs. That would be the balance available?

Mr. JENNINGS. That would be the balance if we get no more bills. Mr. ANDREWS. Now this figure of $4.7 million you are requesting for 1968 is only for the fiscal year 1968 ?

Mr. JENNINGS. Yes, that is right.

Mr. ANDREWS. I assume that all of these requests have been authorized by appropriate resolutions.

Mr. JENNINGS. Yes, sir, and certified by the chairman of the conmittee for payment.

Mr. ANDREWS. This is a matter over which you have no control Mr. JENNINGS. None whatsoever.

Mr. ANDREWS. How firm or up to date is the authorization figure of $4,933,000 as shown on page 35?

Mr. JENNINGS. That is as of March 31, but as I have pointed out it is only those vouchers or certificates that were submitted up unti that time. How many are outstanding I have no way of knowing. Mr. ANDREWS. I am talking about the authorization figure. How firm or up to date is the authorization figure of $4,933,000 shown a page 35?

Mr. JENNINGS. That is up to date.

Mr. ANDREWS. Does it in all cases reflect only the authorization for the first session of the 90th Congress?

Mr. JENNINGS. Yes, sir; it does.

Mr. ANDREWS. I note it is more than one-half of the 2-year amount of $9,149,250 authorized in the 89th Congress.

I wish you would insert at this point a simple table showing for each of the last 5 years a single figure of the total amounts authorized, and if you can also show in a parallel column the amounts used. Mr. JENNINGS. Yes.

Mr. ANDREWS. The amounts, of course, are necessarily enlarged when pay raises are enacted even if no additional investigations are launched; is that correct?

Mr. JENNINGS. Yes, sir; assuming the same level of effort otherwise.

COMMITTEES NOT USING SPECIAL INVESTIGATIVE FUNDS

Mr. ANDREWS. What committees do not have these special investigative funds? List them for the record.

The Committee on Standards and Conduct and the Rules Committee; however, the Rules Committee has a request for funds pending at this time.

AMOUNTS FOR EDUCATION AND LABOR COMMITTEE

Mr. ANDREWS. Could you tell us how much the Education and Labor Committee used in the 89th Congress and compare with how much the Education and Labor Committee has authorization for in the 90th Congress?

Mr. JENNINGS. The Education and Labor Committee, Mr. Chairman, for the full committee was authorized $1,150,000, they expended $1,060,426.26, and they had a balance of $89,537.74.

Mr. ANDREWS. That is the 89th Congress?

Mr. JENNINGS. Yes.

Mr. ANDREWS. Both sessions?

Mr. JENNINGS. Yes, sir.

Actually, through March 31, 1967, I do not know whether there are any outstanding travel vouchers or other obligations. I would have no way of knowing, but this is as of March 31.

Mr. ANDREWs. How much has been authorized for the Education and Labor Committee for the 90th Congress?

The total amount authorized for the Education and Labor Committee for the 89th Congress was $1,150,000?

Mr. JENNINGS. That is correct.

Mr. ANDREWS. And of that amount, through March 31, 1967, the total amount expended was $1,060,426.26?

Mr. JENNINGS. That is correct.

Mr. ANDREWS. The balance available as of March 31, 1967, was $89,557.74?

Mr. JENNINGS. That is right.

Mr. ANDREWS. The figures shown in column 1 on page 34 under the figure of $1,150,000 are as follows: $364,000, $71,000, $71,000, $121, $71,000, $71,000, $71,000, $250,000, $15,000, and $45,000.

Mr. JENNINGS. That is right.

Mr. ANDREWS. Those figures are for different select subcommittees and reflect a breakdown of the $1,150,000 shown as the first figure in the first column on page 34?

Mr. JENNINGS. Yes, sir; all by resolution.

Mr. ANDREWS. And of the $1,150,000 authorized the full committee was allocated $364,000; is that correct?

Mr. JENNINGS. Yes, sir.

Mr. ANDREWS. They actually expended of the $364,000 authorized through March 31, 1967, $340,659,05; is that correct?

Mr. JENNINGS. That is correct.

Mr. ANDREWs. And the balance available of the total authorization for the full committee on March 31, 1967, was $23,394.05?

Mr. JENNINGS. Yes, sir.

Mr. ANDREWS. I notice here that item No. 7, under the listing of committees, is for the Ad Hoc Subcommittee on the Poverty War Program, chaired, I guess, by Congressman Powell of New York. Mr. JENNINGS. Yes, sir.

Mr. ANDREWS. It had an authorization as shown on page 34, of $250,000?

Mr. JENNINGS. Right.

Mr. ANDREWS. As of March 31, 1967, the amount expended by such Ad Hoc Subcommittee on the Poverty War Program was $243,263.10? Mr. JENNINGS. Yes, sir.

Mr. ANDREWS. And the balance available on the date of March 31, 1967, was $6,736.90; is that correct?

Mr. JENNINGS. That is right, yes, sir; according to the records of the Disbursing Office.

Mr. ANDREWS. Did your office receive a report from the Ad Hoc Subcommittee on the Poverty War?

Mr. JENNINGS. We received no report; we just received the vouch

ers.
