Military rank-First lieutenant, Air Force; civilian grade assignment, GS-12 Duties. Review and analyze regulations, directives, manuals, and instructions from higher headquarters for purpose of planning, instructing, and supervising of personnel under my immediate supervision and subordinate echelon personnel handling real estate and related matters. Issue specific instructions on policies and procedures to cover unusual or complex problems at field installations on real estate acquired, assigned to, and occupied by the Eastern Air Defense Force. Process settlement claims arriving out of the use or occupancy of real estate. Perform preliminary studies of proposed projects and determine general procedures relative to acquisition of new projects. Draft and obtain approval of directives. Serve in advisory capacity on acquisition requests. Arrange for management of temporary occupation by third parties, or disposal of real estate in accordance with established policies. Review, analyze, and take action on all recommendations from lower echelons on disposal of real property.

Prepare, coordinate, and justify budget estimates with regard to acquisition of lands required in the air defense mission of EADF. Coordinate work with engineering requirements, Corps of Engineers offices and other governmental agencies as required in processing of real estate matters for Eastern Air Defense Force. This coordination is for the purpose of engineering estimates, requirements of work involved, allocation of funds, funding citations, lease and fee acquisition estimates and negotiations in connection therewith.

Responsible for semiannual audits of real property records at each installation under the jurisdiction of EADF to insure Government interests are properly. protected and that such records and accounts are in proper condition for the audits made by the Auditor General, Office of the Comptroller, Headquarters United States Air Force. This involves periodic visits in addition to the semiannual visits to the installations when it is necessary to teach untrained personnel on setting up and proper maintenance of real property records.

Military rank-Major, Air Force; civilian grade assigned, GS-12

Duties.-Acts in the capacity of adviser to Director, Supply and Services, in all matters requiring high-level transportation administrative decisions or policy determination as well as to give information regarding all modes of commercial traffic, i. e., rail, water, highway, air, parcel post, and express.

Plans, organizes, and directs activities necessary for accomplishment of functions of the Transportation Division through subordinate supervisors as set forth in pertinent directives.

Initially reviews, evaluates for effectiveness and application of accepted traffic management principles, proposed organizational structures, manpower require

ments.

Initially approves or disapproves transportation policies and procedures required for accomplishment of the AMA mission subject to subsequent final approval of the Director, Supply and Services. This includes the review, evluation, service testing, and implementation of proposed policy and procedural directives, mechanical facilities, etc., originating within the Division or from higher authority.

Formulates transportation procedures necessary to effect efficient operation, compliance with established policies, procedures, regulations and economical movement of shipments. Participates prominently in revising flow of work, simplifies work procedures, and redistributes responsibilities as deemed necessary. Maintains liaison with common carrier representatives for slection of appropriate carriers with operating right, in order to ascertain type and quantity of available equipment, ability to effect special or expeditious movement, suggestions for improvement of service, settlement of claims, coordination of anticipated future movements of unusual character or size, to inspect their terminal facilities and equipment, to search for astray freight, and other related matters to insure a better mutual understanding of each others' requirements and problems.

Maintains liaison with State commissions and regulatory bodies as necessary in solving transportation and shipping problems on behalf of the Government. This may include information or verification concerning carriers operating rights and routes, problems in connection with the prompt furnishing or unloading of carrier equipment, or the necessity for additional or temporary operating rights. Maintains liaison with other commands of the Air Force, Army, etc., to insure

present execution of any transportation problem, such as use of their equipment in effecting a movement, or movement of their material in accordance with their requirements.

Makes periodic staff assistance visits to commercial traffic section or transportation divisions of subordinate installations at Dayton, Shelby, McKees Rock, Newark, Eddystones, for purpose of consultations; and advise on technical transportation problems, policies, plans, directives, organization, and procedures. Prepares charts, functions, job descriptions, and furnishes estimates of personnel, equipment, supplies, etc., necessary for preactivation of off-base warehouses or new installations. Assists in arranging for storage in transit and demurrage agreements.

Develops and implements programs and objectives from general directives, with full authority to exercise intelligent judgment in accomplishment.

Initially decides routing and arrangements for the proper methods of shipment (including proper loading, shoring, bracing, etc.) of material purchased on an f. o. b. basis by the AMA contracting officer. Arranges for the issuance of bills of lading and the movement of material to and from contractor's plants in connection with the contractual maintenance program, which involves contact with contractors and carriers to effect expeditious movement, considering time element, operating rights, methods, etc.

Prepares, furnishes, and defends budget data regarding the Transportation Division for normal traffic operations and estimates as to cost of implementation of new procedures, etc.

Prepares plans, schedules, subjects and courses for instruction to new employees, "career development" employees, Reserve officers or others assigned for training or instructions. This is usually accomplished in coordination with Civilian Arranges for clearance of shipments through customs and executes necessary United States customs entry certificates.

Training Section.

Is a duly appointed transportation agent and as such is authorized to sign bills of lading, transportation requests, and other transportation forms and records. Supervises a group of approximately 310 lower-graded personnel through subordinate supervisors.

Military rank—Major, Air Force; civilian grade assigned, GS-10

Duties. Directs the activities of the civilian chief manager and his 27 subordinates employed in the base cafeterias by purchasing all foodstuffs at the local market, assigns work, schedules meal service, makes inspections and recommends improvements in the plant layout, cleanliness, and the menu. Makes periodic reports to the commanding officer on matters requiring plans of action.

Performs the above duties for 5 military messes through the direction of 5 sergeants and 140 subordinates, with the exception of purchasing provisions on the local market, for military provisions are requisitioned from a central commissary.

Answers all correspondence regarding food services operations.

Reports corrective action taken as the result of inspections to the base executive officer and makes periodic followup inspections to insure adherence to food service regulations.

Takes all personnel action for both military and civilian personnel, such as hiring, separating, reprimanding, evaluating performance, approving leave, etc. Scope and effect of work.-Incumbent is responsible for directing the entire food services program at an Air Force base employing approximately 8,500 civilians and quartering 1,500 troops. Plans all action to effect the program and maintains followup to observe compliance with the plan.

Military rank-Major, Air Force; civilian grade assignment, GS-10

Duties.-Prepares for approval various regulations, manuals, or other directives relative to the functions of the personnel records system insofar as it applies to the current records maintained by Air Force organizations.

Requests, receives, and evaluates suggestions and/or recommendations from individuals, offices, or agencies relative to personnel records and personnel administration.

Receives, processes, and prepares replies to queries or correspondence regarding directives and takes appropriate action concerning recommended changes or revisions, secures information from interested individuals, offices, or agencies on which to base replies.

Monitors the preparation of headquarters office instructions, regulations, manuals, or other publications on the personnel records systems.

Studies the personnel records systems in effect in order to determine and remove the causes of administrative delays or inefficient procedures.

Conducts a continuous review of existing personnel records forms for the purpose of eliminating unnecessary forms or duplication of information.

Studies the necessity of and requires thorough justification for any new factor or requirement concerning any personnel record form requested by an office or

agency.

In the absence of the chief, I act as liaison officer between headquarters USAF and research and development agencies which may be conducting research on or developing new and more efficient systems of recording personnel data.

Studies the existence of and recommends removal from stockpiles those personnel record forms which are presently or which may become obsolete.

Investigates the cost of current or proposed forms and procedures and makes recommendations pertinent thereto.

Authenticates correspondence for the Chief of Staff on replies and directives to major commands and lower echelons. Authenticates correspondence, forms,

etc., for the Air Adjutant General.

Military rank—Major, Army; civilian grade assignment, GS-8

Duties. Serves as OIC of the Editorial Unit in the Officers' Personnel Information Section. This unit employs between 40 and 45 civilians and has two subunits. Prepares replies to and processes all correspondence received in the section from Congressmen and other dignitaries. Assures action on correspondence on which suspense date is indicated; processes the more complicated correspondence case which requires determinations beyond the capabilities of the service units. Prepares record data under form 4 for signature of the Secretary of the Army in Court of Claims cases. Processes all correspondence referring to general officers of the Army, all correspondence bearing a security classification received in the section. Prepares promotion histories on officers being considered for promotion to, or within general officer grades. Prepares statements of service and biographical sketches on general officers, and on officers of other grades in "expedite" cases. Prepares separation papers on all Regular Army officers separated from the service for any causes, i. e., discharge, retirement, etc. Prepares data for, and is responsible for, yearly publication of the Official Army Register. Prepares and furnishes identification cards for retired officers of all components of the Army. Takes necessary action on requests for change of name and change of date of birth, for officers of all components of the Army. Takes action and prepares replies on all radios received in the Section from outside the United States. Maintains telephonic and personal contacts with the various divisions, branches, and units of TAGO, and with other staff divisions in order to obtain information by the most direct and expeditious means in order to process the bulk of the work which involves or is of interest to persons considered in the dignitary category. Military rank—Captain, Army; civilian grade assigned, GS-8

Duties. Coordinates the movement of inbound and outbound cargo on piers; the loading of cargo on vessels in accordance with priorities and plans published by the Cargo Control and Vessel Loading Sections; allocates pier space for intransit storage of cargo and supervises intransit storage and protection of cargo. Ascertains that contractual charges and services conform with contractual agreements; that all reports required are properly prepared and forwarded_to sections concerned; and that fire and safety regulations are complied with. Inspects vessel's deck gear and cargo space for safety and cleanliness to assure the protection of cargoes. Maintains close liaison with contractor personnel. Responsible for the orderliness and cleanliness of the pier areas.

Military rank-Major; civilian grade assignment, GS-13

Duties. Serves as Chief of the Purchases Branch of the Purchasing Division with responsibility for (a) overall administration of the depot procurement program and (b) functioning as the contracting officer. The procurement program involves (a) mission procurement of items in five commodity groups (musical instruments, woven and metal insignia and decorations, chaplain supplies, buttons, and fasteners, and flags and bunting) including entire Defense Department requirements for musical instruments and purchases of insignia and buttons for Air Force as well as Army; (b) procurement of findings for the depot manufacturing mission requiring approximately 2,400 employees to fabricate clothing and related items, nonstandard items, spare parts, equipment and any other items not available in stock, the purchasing price of which does not exceed $25,000; (c) procurement of highly technical and scientific items and supplies for the
