as part of rentals received from Government corporations pursuant to law (40 U.S.C. 129); (2) reimbursements for services performed in respect to bonds and other obligations under the jurisdiction of the General Services Administration, issued by public authorities, States, or other public bodies, and such services in respect to such bonds or obligations as the Administrator deems necessary and in the public interest may, upon the request and at the expense of the issuing agencies, be provided from the appropriate foregoing appropriation; and (3) appropriations or funds available to other agencies, and transferred to the General Services Administration, in connection with property transferred to the General Services Administration pursuant to the Act of July 2, 1948 (50 U.S.C. 451ff), and such appropriations or funds may be so transferred, with the approval of the Bureau of the Budget.

[Appropriations to the General Services Administration under the heading "Construction, Public Buildings Projects" made in this Act shall be available, subject to the provisions of the Public Buildings Act of 1959 for (1) acquisition of buildings and sites thereof by purchase, condemnation, or otherwise, including prepayment of purchase contracts, (2) extension or conversion of Government-owned buildings, and (3) construction of new buildings, in addition to those set forth under that appropriation: Provided, That nothing herein shall authorize an expenditure of funds for acquisition, extension or conversion, or construction without the approval of the Committees on Appropriations of the Senate and House of Representatives.]

[Expenditures heretofore made pursuant to contract or stipulation from, and unexpended obligations heretofore incurred against, appropriations under the heading "Construction, Public Buildings Projects" in prior Appropriation Acts for the purposes of acquisition of buildings and sites thereof by purchase, condemnation, or otherwise, including prepayment of purchase contracts, are hereby ratified.]

Funds available to the General Services Administration shall be available for the hire of passenger motor vehicles.

No part of any money appropriated by this or any other Act for any agency of the executive branch of the Government shall be used during the current fiscal year for the purchase within the continental limits of the United States of any typewriting machines except in accordance with regulations issued pursuant to the provisions of the Federal Property and Administrative Services Act of 1949, as amended.

Not to exceed 2 per centum of any appropriation made available to the General Services Administration for the current fiscal year by this Act may be transferred to any other such appropriation, but no such appropriation shall be increased thereby more than 2 per centum: Provided, That such transfers shall apply only to operating expenses, and shall not exceed in the aggregate the amount of $2,000,000.

Appropriations available to any department or agency during the 50 current fiscal year for necessary expenses, including maintenance or operating expenses, shall also be available for (a) reimbursement to the General Services Administration for those expenses of renovation and alteration of buildings and facilities which constitute public improvements, performed in accordance with the Public 2,810 Buildings Act of 1959 (73 Stat. 479) or other applicable law, and (b) transfer or reimbursement to applicable appropriations to said Administration for rents and related expenses, not otherwise provided for, of providing subject to Executive Order 11035, dated July 9, 1962, directly or indirectly, [such] suitable general purpose space [as may be required by] for any such department or agency, in the District of Columbia or elsewhere.

[No part of any appropriation contained in this Act shall be used for the payment of rental on lease agreements for the accommodation of Federal agencies in buildings and improvements which are to be erected by the lessor for such agencies at an estimated cost of construction in excess of $200,000 or for the payment of the salary of any person who executes such a lease agreement: Provided, That the foregoing proviso shall not be applicable to projects for which a prospectus for the lease construction of space has been submitted to and approved by the appropriate Committees of the Conresss in the same manner as for public buildings construction project pursuant to the Public Buildings Act of 1959.] (Independent Ofices Appropriation Act, 1963.)

General and special funds:

SALARIES AND EXPENSES

For necessary expenses of the Office of the Administrator, including services as authorized by section 15 of the Act of August 2, 1946 (5 U.S.C. 55a), at rates not to exceed $75 per diem for individuals; and purchase of two passenger motor vehicles for replacement only; [$14,500,000 $16,675,000: Provided, That necessary expenses of inspections and of providing representatives at the site of projects being planned or undertaken by local public agencies pursuant to title I of the Housing Act of 1949, as amended, projects financed through loans to educational institutions authorized by title IV of the Housing Act of 1950, as amended, projects and facilities financed by loans to public agencies pursuant to title II of the Housing Amendments of 1955, as amended, urban planning financed through grants to State and local government agencies pursuant to title VII of the Housing Act of 1954, as amended, and reserves of planned public works financed through advances to municipalities and other public agencies pursuant to title VII of the Housing Act of 1954, as amended, shall be compensated by such agencies or institutions by the payment of fixed fees which in the aggregate will cover the costs of rendering such services, and expenses for such purpose shall be considered nonadministrative; and for the purpose of providing such inspections, the Administrator may utilize any agency and such agency may accept reimbursement or payment for such services from such institutions, or the Administrator, and shall credit such amounts to the appropriations or funds against which such charges have been made, but such nonadministrative expenses shall not exceed [$3,250,000 $3,650,000. 1. General agency supervision.-The Administrator of the Agency is responsible for the general supervision and coordination of all Agency activities and directly responsible for several activities administered by constituents of the Agency under delegation of authority. These include: urban renewal, urban planning assistance, and the open-space land program which have been delegated to the Urban Renewal Commissioner; and the programs of college housing loans, public facility loans, public works planning advances, housing for the elderly loans, and certain liquidating activities which have been delegated to the Community Facilities Commissioner. The Administrator serves as Chairman of the Board of Directors of the Federal National Mortgage Association and as Chairman of the National Voluntary Mortgage Credit Extension Committee.

2. Directly administered programs and activities.-These include: (a) a consolidated investigation and compliance staff serving the entire Agency, (b) staff assistance to the national and regional committees engaged in the program to stimulate the use of private funds for Federal Housing Administration insured and Veterans Administration guaranteed mortgage loans, (c) community disposition activities which are explained in detail under public enterprise funds, and staff expenses in connection with (d) urban studies and housing research and (e) the lowincome housing demonstration program provided in the Housing Act of 1961 (42 U.S.C. 1436). The research and demonstration programs are explained on succeeding

pages.

3. Community facilities programs.-These include staff expenses for (a) college housing loans, (b) public facility loans, (c) public works planning advances, (d) housing for the elderly loans, and (e) liquidating activities described under public enterprise funds. Also included are staff expenses for project inspection and audit, which provides for financial audit and construction progress inspection of college housing and public facility projects financed from fees.

4. Urban renewal programs.-These include staff expenses for (a) urban planning assistance, (b) urban renewal activities, and (c) the open-space land program, all of which are described on succeeding pages. Also included are costs of (d) site representation and inspection of urban renewal projects and financial audits of urban renewal and urban planning assistance projects from funds obtained through fees.

5. Urban transportation programs.-These include staff expenses for the program of demonstration grants and public facility loans in support of urban transportation authorized by the Housing Act of 1961, as amended (42 U.S.C. 1453 and 1492). These activities are described in connection with the urban renewal fund and public facility loans set forth under public enterprise funds.

All funds available to the Administrator for operating or staff expenses are consolidated in a single operating expense fund managed under this appropriation title as authorized by 12 U.S.C. 1701 (c) (3).

Planning grants are made to State and local governments and to official metropolitan area planning bodies for two-thirds of the estimated cost of urban planning or three-fourths of such cost in those cities, municipalities or counties located in redevelopment areas designated pursuant to the Area Redevelopment Act of 1961 (75 Stat. 47). The program is designed to assist such jurisdictions to solve the planning problems resulting from the increasing concentration of population, to encourage them to establish and improve planning staffs, and to facilitate comprehensive planning for urban development on a continuing basis, including open-space land and urban transportation planning.

Grants are increasingly being made to State, metropolitan, and regional planning agencies to meet the complex problems caused by greater urbanization. Although grants continue to be made to State planning agencies for the provision of planning assistance to communities under 50,000 population, such assistance no longer constitutes the bulk of the program as in prior years. Grants are authorized also to be made directly to cities, other municipalities, and counties in redevelopment areas regardless of community size.

URBAN STUDIES AND HOUSING RESEARCH

For urban studies and housing research as authorized by the Housing Acts of 1948 and 1956, as amended, including administrative expenses in connection therewith, [$375,000] $2,500,000. (Independent Offices Appropriation Act, 1963.)

The program for such studies and research is carried out primarily through contracts with other Federal agencies, educational institutions, and nonprofit private research organizations.

Appropriation (adjusted).

For 1964, this appropriation will finance administrative expenses necessary for the support of mass transportation activities. These activities are designed to find ways to meet the growing urban transportation problem and to assist localities in their efforts to improve urban transportation systems. The programs authorized by the Housing Act of 1961 (42 U.S.C. 1453 and 1492) cover: (1) grants which defray up to two-thirds of the costs of mass transportation demonstration projects that are designed to assist in carrying out urban transportation plans and research and (2) direct loans to States and other non-Federal public agencies to finance the acquisition, construction, and rehabilitation of facilities and equipment for use in urban mass transportation service.

A separate appropriation, described below, is proposed for 1964 to liquidate the remaining $5 million in demonstration grant contracts authorized by the Housing Act of 1961. The budget anticipates extension of the loan program beyond its present termination date of June 30, 1963, and the enactment of a more extensive program of urban transportation assistance, also described below.
