Funds available will be obligated in 1963 for the construction of a fishway above Hells Gate on the Fraser River. These funds will be matched by the Canadian Government for the construction of this project.

Funds required for Restoration of salmon runs, Fraser River system in the future will be included in the International Pacific Salmon Fisheries Commission budget.

EDUCATIONAL EXCHANGE

MUTUAL EDUCATIONAL AND CULTURAL EXCHANGE ACTIVITIES

For expenses, not otherwise provided for, necessary to enable the Secretary of State to carry out the functions of the Department of State under the provisions of the Mutual Educational and Cultural Exchange Act of 1961 (75 Stat. 527) and the Act of August 9, 1939 (22 U.S.C. 501), including [salaries, expenses [, and allowances of personnel as] authorized by the Foreign Service Act of 1946, as amended (22 U.S.C. 801-1158); expenses of the National Commission on Educational, Scientific, and Cultural Cooperation as authorized by sections 3, 5, and 6 of the Act of July 30, 1946 (22 U.S.C. 2870, 2879, 2871); hire of passenger motor vehicles; not to exceed [$18,000] $20,000 for representation expenses; not to exceed [$1,000] $5,000 for official entertainment within the United States; services as authorized by section 15 of the Act of August 2, 1946 (5 U.S.C. 55a); and advance of funds notwithstanding section 3648 of the Revised Statutes, as amended; [$41,950,000] to remain available until expended, $56,420,000, of which not less than $14,515,000 shall be used to purchase foreign currencies or credits owed to or owned by the Treasury of the United States: Provided, That not to exceed [$1,832,000 $2,300,000 may be used for administrative expenses during the current fiscal year. A survey has been conducted for Canada and the United States by the International Joint Commission to determine the economic feasibility of a tidal power project at Passamaquoddy Bay, situated on the Atlantic coast between the State of Maine and the Province of New Brunswick. The Commission completed the study and made its report and recommendations to both Governments in 1961. The Department of the Interior is currently conducting a detailed review of the report and recommendations. The results of this review will require further consideration by the International Joint Commission prior to submission of a final report to the Congress.

In 1964, the Department plans to (1) strengthen exchange of persons programs; (2) continue assistance to American-sponsored schools abroad; (3) promote American studies abroad; (4) provide support for special educational and cultural projects; (5) assist U.S. cultural presentations abroad; and (6) provide assistance to foreign students not sponsored by the U.S. Government. This appropriation has provided dollars for the purchase of foreign currencies derived from the sale of agricultural commodities under title I of the Agricultural Trade Development and Assistance Act of 1954 to fund aid to American-sponsored schools abroad, exchange of persons programs, special educational development programs between American and foreign universities, and the establishment and support of workshops (seminars) and univerIsity chairs of American studies abroad. Beginning in 1963, new obligational authority for these programs was financed from the Mutual educational and cultural exchange activities appropriation (above). This appropriation will continue to finance these activities until the unexpended balances have been used.

To enable the Secretary of State to provide for carrying out the
provisions of the Center for Cultural and Technical Interchange
Between East and West Act of 1960, by grant to any appropriate
agency of the State of Hawaii, [$8,340,000] $5,690,000. [Pro-
vided, That none of the funds appropriated herein shall be used to
pay the salary, or to enter into any contract providing for the
payment thereof, to any individual in excess of $20,000 per annum.]

1. Educational exchange fund, payments by Finland, World War I debt.-Any sums paid by the Republic of Finland to the United States as interest on, or principal of, the debt incurred under the act of February 25, 1919, are credited to this fund to finance programs authorized by the Mutual Educational and Cultural Exchange Act of 1961 in relation to Finland and the people of Finland. During 1962 the exchange of 111 Finns and 13 Americans was financed in full from this fund and 65 grants to Finns under the Fulbright program were supplemented. The amount of $40 thousand was used to purchase books and equipment (75 Stat. 532).

2. Educational fund, interest payments by the Government of India.-Interest payments up to cumulative total of $5 million on loans made to India are available for educational exchange of persons and educational materials. As of June 30, 1962, a total of $4.9 million had been obligated for this purpose (65 Stat. 71).

The Rama Road, being constructed pursuant to international agreement, will connect the east coast river port of Rama, Nicaragua, with the Inter-American Highway. New obligational authority (appropriation)

The Migration and Refugee Assistance Act of 1962, Public Law 87-510, provides legislative authority for assistance to migrants and refugees. This request makes funds available for contributions to the Intergovernmental Committee for European Migration, activities of the United Nations High Commissioner for Refugees and assistance to those refugees determined by the President to be in the national interest. This latter category includes refugees from Communist countries in Europe (assisted since 1952 under the United States escapee program), Communist China (assisted since 1954 under the Far East refugee program), and Tibet; refugees in Latin America, and Africa and other selected refugee persons or groups for whom U.S. assistance is in the defense, security, or foreign policy interests of the United States. The request also provides for necessary administrative expenses required to implement the refugee assistance

Annual payments are made to the Government of Panama in consideration of the rights granted in perpetuity for the construction of the Panama Canal (33 Stat. 2238 and 53 Stat. 1818). The Treaty of Mutual Understanding and Cooperation of 1955 provides for an annual payment by the United States of $1,930 thousand, of which $430 thousand is reimbursed to the Treasury by the Panama Canal Company.
