ADMINISTRATIVE PROVISIONS

Appropriations for the National Park Service shall be available for the purchase of not to exceed one hundred and [fifty-two] forty-seven passenger motor vehicles (of which one hundred and [twenty-five] fourteen are for replacement only), including not to exceed [fifty-seven] sixty-two for police-type use which may exceed by $300 each the general purchase price limitation for the current fiscal year; and the objects and purposes specified in the Acts of August 8, 1953 (16 U.S.C. 1b-1d), and July 1, 1955 (16 U.S.C. 18f). 1. Educational expenses, children of employees, Yellowstone National Park.-Revenues received from the collection of park visitor fees are used to provide educational facilities to dependents of park personnel (62 Stat. 338). Funds in excess of needs are returned to the Treasury as miscellaneous receipts. It is estimated there will be 104 elementary and 38 high school students during 1964. The estimated average cost per student is $437 for elementary and $662 for high school. In addition, the amount of $15,380 is programed as a contingency to assure the completion of the new elementary school facility at park headquarters.

2. Payment for tax losses on land acquired for Grand Teton National Park.-Park visitor fee revenues are used to compensate the State of Wyoming for tax losses on Grand Teton National Park lands (64 Stat. 849).

3. Operation, management, maintenance, and demolition of federally acquired properties, Independence National Historical Park. Some of the buildings on lands acquired for establishment of Independence National Historical Park, Philadelphia, Pa., are rented pending their conversion to park purposes or demolition. Some of the cleared sites are being used temporarily as parking lots from which income is also realized. Income from these operations is used for management and maintenance of the rental properties and for demolition of buildings (65 Stat. 644). There will be no income from this source in 1964 as the properties will be demolished and/or landscaped during 1963.

1. Planning and cooperative services.-Funds provided are for (1) preparation of a nationwide plan encompassing all aspects of outdoor recreation taking into consideration activities of the Federal, State, and local governments and of the private sector; (2) furnishing of technical assistance to State and local agencies in the provision of outdoor recreation opportunities; and (3) conducting studies of special areas having significant recreation potential.

2. Coordination, education, and research.-Programs of over 20 Federal agencies involved in some aspect of outdoor recreation are reviewed in order to promote a coordinated effort in this field; technical materials are prepared for the use of educational institutions and the public; liaison with colleges and universities is maintained in an effort to foster adequate training in outdoor recreation; and research needs in this field are studied and action initiated to meet the most pressing needs through in-house or contract research.

A supplemental appropriation for 1963 is anticipated for separate transmittal.
