FEES OF JURORS AND COMMISSIONERS

For fees, expenses, and costs of jurors; compensation of jury commissioners; fees of United States commissioners and other committing magistrates acting under title 18, United States Code, section 3041; and compensation of voting referees fixed by the court pursuant to the provisions of the Civil Rights Act of 1960 (74 Stat. 86); [$5.800,000: Provided, That $300,000 of the foregoing amount shall be available for the payment of obligations incurred under the appropriation for similar purposes for the preceding fiscal year] $5,500,000. TRAVEL AND MISCELLANEOUS EXPENSES

For necessary travel and miscellaneous expenses, not otherwise provided for, incurred by the Judiciary, including the purchase of firearms and ammunition, and the cost of contract statistical services for the office of Register of Wills of the District of Columbia, [$4,600,000] $4, 550, 000: Provided, That this sum shall be available in an amount not to exceed $16,500 for expenses of attendance at meetings concerned with the work of Federal probation when incurred on the written authorization of the Director of the Administrative Office of the United States Courts: Provided further, That no part of this appropriation may be used for payment of actual expenses of subsistence in excess of $25 per diem. Funds appropriated under this heading are for expenses of travel and subsistence incurred by judges and supporting personnel in attending sessions of court or transacting other official business; and for equipment, lawbooks, supplies, and other incidental expenses of operating the 11 courts of appeals and 92 district courts of the United States.

The estimate for 1964 will provide for the modernization and expansion of telephone facilities, an anticipated increase in the volume of transcripts in forma pauperis, continuation material required to maintain court libraries, and other miscellaneous expenses. The amount requested is, however, $50 thousand less than the sum appropriated for 1963 by reason of a deduction for nonrecurring expenses authorized for new judges appointed pursuant to the act of May 19, 1961. A supplemental appropriation for 1963 is anticipated for separate transmittal.

and Procedure in the Federal courts; examining the state of the dockets of the various courts; compiling and publishing statistical data concerning the business transacted by the courts; and administering the Judicial Survivors Annuity System under title 28, United States Code, section 376. The office also is responsible for the preparation and submission of the annual budget estimates as well as supplemental and deficiency estimates; the disbursement of and accounting for moneys appropriated for the operation of the courts; the audit and examination of accounts; the purchase and distribution of supplies and equipment; and for securing adequate space for occupancy by the courts and for such other matters as may be assigned by the Supreme Court and the Judicial Conference of the United States.

The estimate for 1964 includes a request for two additional positions, a personnel officer and a clerk-stenographer, who are to be assigned to the task of administering the Judiciary Salary Plan which plan was approved by the Judicial Conference at its meeting in September 1961. The plan provides new classification standards for deputy clerks in the U.S. district courts, clerks to referees in bankruptcy, and officers and employees in the probation system. Provision also has been made for increases in salary under the Federal Salary Reform Act of 1962; within-grade salary advancements to be granted under the Classification Act of 1949, as amended; the cost of two extra compensable days in 1964; and higher postal Object Classification (in thousands of dollars)

Proposed supplemental due to pay increases....

Office and other expenses of referees, including compensation and benefits of clerical employees, are payable upon authorization of the Director of the Administrative Office of the United States Courts. Caseload data appear under the account for salaries of referees. This appropriation is derived from a special fund in the Treasury to which are deposited payments of fees and charges by parties to the proceedings. No appropriation from the general fund of the Treasury is required.

The estimate for 1964 includes provisions for increases in compensation and related benefits under the Federal Salary Reform Act of 1962; within-grade salary advancements; the regrading of employees under the Judiciary Salary Plan as approved by the Judicial Conference of the United States; furniture and furnishings required incident to the occupancy of new buildings; and an increase in the volume of supplies being consumed in the offices of referees.

GENERAL PROVISIONS THE JUDICIARY

SEC. 402. Sixty per centum of the expenditures for the District Court of the United States for the District of Columbia from all appropriations under this title and 30 per centum of the expenditures for the United States Court of Appeals for the District of Columbia from all appropriations under this title shall be reimbursed to the United States from any funds in the Treasury to the credit of the District of Columbia.

SEC. 403. The reports of the United States Court of Appeals for the District of Columbia shall not be sold for a price exceeding that approved by the court and for not more than $6.50 per volume. (Judiciary Appropriation Act, 1963.)
