This appropriation provides for the procurement of aircraft, spares, components, industrial production facilities, supporting aerospace ground equipment, and modifications of inservice aircraft of all types. Management of the overall aircraft program is facilitated by bringing together in a single appropriation all funds for the prime aircraft weapon system and related specialized ground handling and test equipment. The funds requested provide for a procurement program for 1964 of 964 aircraft compared to 918 aircraft for the 1963 program.

1. Combat aircraft. This activity provides for the procurement of aircraft to continue modernization of the combat forces. Under current plans, the 1964 procurement of jet tankers will complete the equipping of these vital units which support both the strategic and tactical forces. Provision is made for substantial, additional numbers of the advanced, versatile, tactical fighter first procured by the Air Force in 1962. Also included is an increase in the reconnaissance version of this aircraft. These procurements will continue the planned program for modernizing the tactical forces and strengthening capabilities for close support of ground forces. These improved tactical aircraft will be capable of being rapidly deployed to deliver conventional as well as nuclear munitions.

2. Airlift aircraft. This activity provides for the procurement of aircraft to continue modernization of airlift forces to provide greater mobility in the event of need. Included in the 1964 procurement is an increased number of the all jet transport on which procurement was initiated in 1963 and a follow-on quantity of the heavy turbo-prop aircraft with which the airlift capability has been improved in recent years.

MISSILE PROCUREMENT, AIR FORCE

For construction, procurement, and modification of missiles,
rockets, and related equipment, including spare parts and acces-
sories therefor, ground handling equipment, and training devices;
expansion of public and private plants, Government-owned equip-
ment and installation thereof in such plants, erection of structures,
and acquisition of land without regard to section 9774 of title 10,
United States Code, for the foregoing purposes, and such land, and
interests therein, may be acquired and construction prosecuted
thereon prior to the approval of title by the Attorney General as
required by section 355, Revised Statutes, as amended; reserve
plant and equipment layaway; and other expenses necessary for the
foregoing purposes, including rents and transportation of things;

This appropriation provides for procurement of missiles, | guided air rockets, missile propellants, and drones, launching and ground support equipment, installation and check-out of equipment preliminary to activation of operational squadrons, and expansion of industrial facilities.

1. Ballistic missiles.-This activity provides funds for intercontinental ballistic missile systems required for operational squadrons and training. The 1964 estimate completes procurement of the Titan II intercontinental ballistic missile program and continues the production, installation, and check-out of the Minuteman intercontinental ballistic missile program. The estimates also provide for training missiles and equipment for the operational Atlas and Titan I squadrons.

3. Modification of inservice missiles.-The principal amounts required in 1964 are for retrofit of the operational Atlas, Titan, and Minuteman ballistic missiles to incorporate changes determined in the testing program. Lesser amounts are required for other operational missiles involving safety of flight and inservice revealed deficiencies.

4. Spares support.-The amounts contained in 1964 provide for initial and replenishment spares support for Atlas, Titan, Minuteman, and other missiles.

5. Other support.-Funds are provided in this activity for missile propellants, minor facility expansion, nonrecurring maintenance, preparation for shipment of tools and equipment, and machine tool modernization for industrial facilities under Air Force cognizance, and for

2. Vehicular equipment.-The 1964 estimate provides for orderly replacement procurements for the vehicle fleet; for increased procurements of new fire trucks (initiated in 1963) and special-purpose vehicle programs; for continued procurement of materials handling equipment to include support of the mechanized air cargo handling system; for increased procurements of supplies and materials to support the increased special-purpose vehicle and fire truck programs; and for modification of equipment in support of year-round operation of the vehicular fleet.

3. Electronics and telecommunications equipment.-The 1964 estimate provides for (1) increased support of the worldwide Defense Communications System; (2) continued support for the ballistic missile early warning system, the semiautomatic ground environment system, the semiautomatic backup system, and the surveillance and passive detection radar programs for North American and overseas air defense; (3) continued procurement of data processing and display equipment for the command and control systems of the Strategic Air Command and the North American Air Defense Command; (4) procurement of communications cable for operational ballistic missile sites; (5) augmentation of other weapon supporting systems including electromagnetic intelligence gathering, weather observation and forecast, and ground navigational aids; (6) cryptographic equipment including teletype and data encryption and voice security; and (7) spare parts and end-item modifications. The reduction in the 1964 estimate from the 1963 level results primarily from the near completion of hardware procurement for the Strategic Air Command control system and the ballistic missile early warning system.
