ACTIVE FORCES The following narrative statement covers the active duty appropriations for the Army, Navy, Marine Corps. and Air Force. 1. Pay and allowances of officers.-This provides for the pay and allowances of officers of the military service on active duty. 2. Pay and allowances of enlisted personnel.-This provides for the pay and allowances of enlisted persons of the military service on active duty, payments for initial issues and replacement clothing under the monetary clothing allowance system. 3. Pay and allowances of cadets and midshipmen.—This provides for the pay and allowances of cadets and midshipmen at the three service academies, and aviation cadets. Legislation will be proposed to provide for an increase in pay and allowances for military personnel, effective October 1, 1963. Estimates for this purpose are anticipated for separate transmittal. Air Force Academy cadets.. 349 Additional amounts required in 1963 to support the numbers of Army personnel in the above table were financed under the authority of subsection (c) of section 512 of the Department of Defense Appropriation Act for 1962. The amounts required as the result of newly enacted legislation which increased the amount of the basic allowance for quarters paid to military personnel and readjustment pay to certain reserve officers involuntarily separated from the service, are shown under proposed for separate transmittal. Selected enlisted personnel in critical skill areas and a limited number possessing special proficiency in other military skills are provided additional pay in the amount of $30 per month for the P-1 rating and $60 per month for the P-2 rating. Subsistence of enlisted personnel. This provides for the purchase of food supplies for issue as rations to enlisted personnel, including emergency and operational rations. In addition, it provides for a cash allowance paid to enlisted personnel who are given permission to mess separately or who are stationed at places where rations in kind are not available. 5. Permanent change of station travel.-This provides for permanent change of station travel for individuals and groups of military personnel and their dependents, including dislocation and separation travel allowances, storage of household goods in commercial facilities, and transportation of personal property. Payment for services furnished by the Military Sea Transportation Service and Military Air Transport Service for transportation to and from overseas of military personnel, their dependents, household goods, and automobiles is also included. 6. Other military personnel costs.-This provides for expenses of apprehension of deserters and escaped military prisoners, payment of interest on money deposited by enlisted personnel, and payment of death gratuities to beneficiaries of military personnel. Retention of these National Guard and Reserve personnel added 11,676 man-years to the Army's average strength for 1963. Such additional costs were authorized by subsection (c) of section 512 of the Department of Defense Appropriation Act for 1963. In addition, funds are anticipated for an increase in the basic allowance for quarters payable to military personnel.
