Mr. CASEY. The committee will come to order. We are pleased to welcome our distinguished colleague, Mr. Sisk of California, who is chairman of the Select Committee to Regulate Parking. We will be glad to hear from you.

EMPLOYEE PARKING AT D.C. STADIUM

Mr. SISK. I appreciate this opportunity to appear, Mr. Chairman. I will say quite frankly, Mr. Chairman, there have been times in the last few days I almost threatened to not appear or to come up and recommend we just dump the whole idea of parking at the stadium and tell a lot of people we are sorry we don't have any parking. I guess on the other hand you keep trying. I think it is terribly hard to help people sometimes.

We started on this program, as you know, last summer, and I want to thank the committee for your kindness in making some funds available for us more or less to experiment with the idea of this lot at the

stadium.

We had a fenced lot which we could secure and have kept secure. Fortunately we have had no problems out there.

The current average annual fulltime personnel equivalent is approximately 42.
