Library of Congress travel costs increased by 6 percent in fiscal 1982.
is a result of two separate cost factors: (a) a 3 percent Federal tax on airline
tickets effective September 1, 1982, and (b) increased rates for GSA-designated High
Rate Geographical Areas, effective August 29, 1982, which produced an increase of
approximately 11 percent for subsistence costs. These two cost factors averaged out to
an over-all net increase of 6 percent. Therefore, based on these actual 1982 costs, we
are requesting current level increases in 1984 of $3,300 for regular travel and $3,000
for attendance at meetings.

An increase of $62,600 is requested to maintain the current level costs of equipment rental. This represents an increase of 7 percent over costs experienced in fiscal 1982 and is based on an annual survey of projected rate increases by equipment leasing vendors. (3) Printing

The Government Printing Office advised government agencies on May 11, 1982, in its Circular Letter No. 210, that it is forecasting an increase in its printing costs of 5 percent in fiscal 1984 over the costs for fiscal 1983. An increase of $18,900 is therefore requested and is based on that GPO forecast.

An increase of 10 percent in the rates for photoduplication services has been forecast based on increases experienced in the costs of labor and materials in fiscal 1982. An increase of $6,100 is therefore requested to compensate for these inflationary increases.

(5) Other services, miscellaneous

The cost of providing support for Member and congressional staff seminars, legislative staff institutes and workshops increased an estimated 9 percent during fiscal 1982. Therefore, we are requesting $17,500 to maintain our present activities in this area.

The Office of Personnel Management (OPM) conducts personnel security background investigations for the Library. In March of 1982 OPM announced cost increases for security investigations in 1982 and 1983 totalling 7 percent. An increase of $1,700 is therefore requested to cover these inflationary costs.

A survey of tuition fees charged by local colleges and universities attended by Library of Congress employees indicates that the fees have increased approximately 17 percent from the 1981/1982 school year to the 1982/1983 school year. Based on that analysis, an increase of $18,600 is requested.

(8) Professional and consultant services + $ 63,800

A 7 percent increase, or $63,800, is requested to cover the increased cost of engaging professional consultant services experienced in fiscal 1982.

(9) Data base services

The Library experienced a 9 percent increase in the costs of data base subscription services in fiscal 1982. A current level increase of $60,600 is therefore requested to recover these inflationary costs.

(10) Office supplies ....

The Library experienced an increase of 8 percent in the costs of supplies and materials in fiscal 1982. A current level increase of $21,300 is therefore requested to offset these inflationary costs.

The Library has determined that the cost of acquiring printed materials has increased 5.3 percent. Therefore, we are requesting $300 to cover the increased cost of pamphlets and documents, and $41,000 for books and other library materials.
