On motion of Mr. Weatherford, by unanimous consent, the bill was amended by striking out all of Section 3, and the Clerk was instructed to strike out Section 3 of H. B. No. 59, which was so done. Now the vote coming on the question, "Shall the bill pass?" the roll was called and the vote was:
