THE MINISH AMENDMENT TO H.R. 13367
(Defeated June 10, 1976: Ayes 158, Noes 229, Not Voting 44)
Section 108 (D) (3) of the Act is amended as follows:
The term "Township" includes equivalent
subdivisions of government having different designations
(such as "Towns"), and shall be determined on the basis of the
same principles as are used by the Bureau of the Census for
general statistical purposes, but shall not include any
subdivisions of government located in States which have the
entirely of their territorial limiis divided into general purpose
municipalities and townships (as defined by the Bureau of the
Census for general statistical purposes), nonc of which overlap."
The special criteria of the Minish Amendment would have applied only to Massachusetts, New Jersey, Pennsylvania, Rhode Island, and Wisconsin.

A CONCURRENT RESOLUTION urging the Bureau of Crnsts of the
United States Department of Commerce to classify ll New Jersey municipalities in a single category for grineral statistical purposes.
WHEREAS, The entirety of the territorial limits of the State of
New Jersey is divided into 21 comties, none of which overlap; and
4 WEKEAS, The entirety of the territorial limits of each county is 5 divided into equivalent subdivisions of goverment Juving 6 different designations, such as townships, cities, towns, villages 7 and loronghs, none of which overlap; and
8 WHEREAS, The cntirety of the territorial limits of the Stato of 9 New Jersey is divided into 567 such subdivisions, none of which 10 overlap; and
11 WHEREAS, The laws of the State of New Jersey rmpower ench much 12 nubulivision, irrompective of closignation, to act in i Konrad 13 purpose local government to lesy al valorem taxes on a uniform 14 losis on the nonexempot real property and certain business 15 personal property willin its territoriul limits, muud to provide 16 or arrange to provide certain general services for its imividual, 17 group), commercial and industrial indubitants; and 18 Whenpas, Within thic State of New Jersey, there are no diferences 19 of form or function between townships and other equivalent 20 subdivisions of government which justify separate classification 21 for general stntistical purposes by the Bureau of the Census of 22 the Department of Commerce of the United States; and
