the foster parents and foster child mentioned herein, as in
the case of natural parentage; Provided, That before this Proviso.

sent in writing, under their hands and seals, to the pro-
visions of this act, which writing shall be witnessed by
two witnesses, and be filed with and recorded by the reg-
ister of deeds of said county of La Fayette.

An Act to authorize the Secretary of State to audit accounts for printing documents in foreign languages, and appropriating for payment of such accounts when audited.

The people of the State of Wisconsin, represented in Senate and Assembly, do enact as follows:

SECTION 1. The secretary of state is hereby authorized Secretary of to audit all accounts for printing in any foreign language state to audit ordered by either branch of the legislature, at the present counts. session, at the rate of ten cents for every thirty two pages of the English copy of the reports or documents as furnished by the state printer.

SEC. 2. The state treasurer is hereby directed to pay on Payment of the warrant of the secretary of state, the accounts audited same. as provided in section one of this act, and a sum sufficient to pay said accounts as they are audited, is hereby appropriated out of any money in the state treasury not otherwise appropriated.

SEC. 3. This act shall take effect and be in force from and after its passage.

CHAPTER 19.

An Act to appropriate to the Wisconsin Institute for the education of the
Blind, the sum of fifteen thousand dollars.

The people of the State of Wisconsin, represented in
Senate and Assembly do enact as follows:

SECTION 1. There is hereby appropriated to the Wisconfor institution sin Institute for the education of the blind, the sum of five thousand dollars for the support of said institute, from the first day of January, one thousand eight handred and fifty-seven, to the first day of January, one thousand eight hundred and fifty-eight, to be levied and collected in the tax of eighteen hundred and fifty six, and paid to said institution in the year eighteen hundred and fifty-seven.

SEO. 2. There is hereby appropriated to said institution the further sum of ten thousand dollars for the completion of the main building of said institution according to the plan of the same.

SEC. 3. This act shall take effect and be in force from and after its passage.

An Act to authorize the Secretary of State to audit the account of the Post
Master at Madison.

The People of the State of Wisconsin, represented in
Senate and Assembly, do enact as follows:

SECTION 1. It shall be the duty of the secretary of state to audit the account of the post master at Madison, for postage of members of the senate and assembly from March 7, 1856, to the close of the present session of the

legislature, and when so audited and allowed, the same shall be paid by the state treasurer on the order of the secretary of state out of any moneys not otherwise appropriated.

SEO. 2. This act shall be in force from and after its passage.

CHAPTER 21.

An Act to remit certain forfeitures, and extend time for paymeat of School or University Land interest.

The people of the State of Wisconsin, represented in Senate and Assembly do enact as follows:

SECTION 1. All forfeitures that have accrued to this Forfeitures re

funds, or on account of any interest due on account of
school and university lands, in any manner, on the fifth
day of March, A. D. 1856, are hereby remitted to the per-
sons respectively from whom interest was due, and if any
such person shall have paid any such forfeiture between
the fifth of March aforesaid, and the passage of this act,
the state treasurer is hereby authorized and directed to
place the amount thus paid as forfeiture, to the credit of
the person who may have so paid the same, and apply
the same to the payment of the interest which shall be
due from said persons next year, and the time for pay-
ment of interest due the state as aforesaid, for the present
year, is hereby extended to the first day of May, A. D.
1856.

SEO. 2. This act shall be in force and go into effect from and after its passage.

CHAPTER 22.

Published March 22.

An Act to provide for more fully carrying into effect the General Banking
Law of this State.

The people of the State of Wisconsin, represented in
Senate and Assembly, do enact as follows:

SECTION 1. The bank comptroller is hereby authorized to appoint one assistant register, who shall be accountable to and perform such duties as may be assigned him by the bank comptroller, and shall receive an annual salary of ix hundred dollars, to be paid by the state treasurer quarterly, commencing on the first day of January last.

SEO. 2. The state treasurer is hereby authorized to appoint one clerk, who shall perform such duties in the bank department as may be assigned by the state treasurer.— He shall receive an annual salary of six hundred dollars, to be paid out of the state treasury quarterly, commencing on the first day of January last.

SEC. 3. The agent of the bank department in the city of New York, shall receive an annual salary of five hundred dollars, to commence on the first day of January, 1856, and to be paid by the state treasurer, on the certificate of the bank comptroller. The salary of the bank register is hereby increased to the sum of twelve hundred dollars.

SEC. 4. A sum sufficient to provide for the payment of the foregoing appropriations is hereby annually appopriated, to be paid out of any money in the state treasury not otherwise appropriated.

SEO. 5. This act shall take effect and be in force from and after its passage.

CHAPTER 23.

An Act to authorize certain towns to aid in the construction of the Milwaukee and Beloit Railroad.

The People of the State of Wisconsin represented in Senate and Assembly, do enact as follows:

SECTION 1. The respective boards of supervisors of the Certain towns towns of Muskego, Vernon, Mukwanago, in the county to issue bonds of Waukesha, and of east Troy, Troy, Lafayette, Sugar Creek, Elkhorn and Delavan, in the county of Walworth, are hereby authorized and empowered on the condition and for the purpose of aiding in the construction of the Milwaukee and Beloit railroad, to issue the bonds of their respective towns for any sum of money not exceeding in the aggregate, the amount in each town, as hereinafter specified, to wit: Muskego, fifty thousand dollars; Vernon, fifty thousand dollars; Mukwanago, one hundred thousand dollars; East Troy, one hundred thousand dollars; Troy, fifty thousand dollars; Lafayette, thirty thousand dollars; Sugar Creek, forty thousand dollars; Elkhorn, twenty five thousand dollars; Delavan, seventyfive thousand dollars.

SEC. 2.
